SOURCES SOUGHT SYNOPSIS C/KC-135 STRATOTANKER AIR CONTOUR SYSTEM AFT-BODY DRAG REDUCTION DEVICES FOR PERMANENT MODIFICATION CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for manufacturing aft-body drag reduction devices for permanent modification to the USAF C/KC-135 Stratotanker weapon system.� Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.� The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: Below is a document containing a description of the C/KC-135 Stratotanker Air Contour System Aft-Body Drag reduction devices for permanent modification requirement and a Contractor Capability Survey, which allows you to provide your company�s capability. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company�s capability in meeting these requirements.� Failure to provide documentation may result in the government being unable to adequately assess your capabilities.� If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Identify any areas of work that your organization believes should be broken out exclusively for Small Business. Both large and small businesses are encouraged to participate in this Market Research.� Joint ventures or teaming arrangements are encouraged. This request should not be construed as a Request for Proposal (RFP), nor should it be considered as a commitment on the part of the Government to subsequently issue an RFP or award a contract. REQUIREMENT DESCRIPTION C/KC-135 STRATOTANKER AIR CONTOUR SYSTEM AFT-BODY DRAG REDUCTION DEVICES FOR PERMANENT MODIFICATION This effort will cover the production of entire fleet (325 Aircraft) aft-body drag reduction devices for a permanent modification to C/KC-135 aircraft.� The anticipated solution requires six (6) separate drag reduction devices per aircraft. Four (4) are of similar size, shape, and design, with no variances with the same part number. Two (2) have same size shape and design as the other four , however, each of the two devices have bases that are contoured to fit the left and right sides of the aircraft empennage and have its own part number. See draft drawings for reference. Contract Efforts are subject to FAR 52.232-18 Availability of Funds. Air Contour System aft-body drag reduction devices for permanent modification should address and/or consider the following: Restrict maintenance actions to the heavy maintenance cycle, which is no shorter than 5 years but no longer than 5.5 years; to avoid unique maintenance actions for installation and inspect/repair/replacement. The design should have negligible effect on aircraft center of gravity (CG) and controllability throughout the flight envelope. The C/KC- mission cannot be affected by the proposed solution, even in the event of component failure. Devices are to be aerodynamically shaped with overall rough dimensions 17.5� long, 2.65� tall, 1.5� wide. See drawings for specific dimensions. Devices to be manufactured within, see provided drawings. Overall weight of twelve devices cannot exceed 20 lbs. Device cannot fail under 350 lbs. Ultimate MTS Head Load. Device cannot fail in 30 year life from aerodynamic loads generating up to 1500 psi bending and tensile stress. Device material must meet FAA regulations for airworthiness.� MIL-HDBK-516C Device must have topcoat or color that matches the C/KC-135 topcoat. Delivery locations could include Tinker AFB, Oklahoma City, OK. The C/KC-135 system program office is surveying the market to determine if any sources are qualified to produce the aforementioned requirements for this solicitation. The US Government has unlimited data rights to the drag reduction devices and will provide a complete set of technical drawings prior to any contract award.
