Description
Special Notice N0016423SNB81 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NSWC Crane Division Classification Code: AC13 - National Defense R&D Services; Department Of Defense - Military; Experimental Development / 25.5 - Research & Development Contracts NAICS Code: 541715 - Research and Development in the Physical, Engineering, and Life Sciences Response Due Date: 22 June 2023 Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) Request for Solutions (RFS) in support of {Joint Acceleration of Hypersonic Vehicle Aerostructure Alternatives (JAHVAA)} Project No. {23-06} PURPOSE NSWC Crane seeks to expand its partnership with traditional and non-traditional industry sources to identify solutions to extend material and processing development and testing of non-Carbon/Carbon (C/C) Thermal Protection System (TPS) materials to establish trusted design allowable data, driving down material transition risks and enabling greater flexibility in hypersonic systems design. The Government will assess the solutions with the intent of awarding multiple project orders under the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) Other Transaction Agreement (OTA) in accordance with 10 U.S. Code 4022. In accordance with 10 U.S. Code 4022 (f), and upon a determination that the prototype project (or any subsequent iterative prototyping efforts) was successfully completed under the competitively awarded OTA(s), a follow-on production contract(s) or OTA(s) may be awarded without the use of competitive procedures. 2. BACKGROUND AND SUMMARY 2.1 S2MARTS Vendors interested in responding to this RFS must be members of the S2MARTS consortium. Interested parties may visit S2MARTS.org for membership information. This project will be managed by the Naval Surface Warfare Center, Crane Division Project Manager. 2.2 PROJECT OVERVIEW The purpose of the Joint Acceleration of Hypersonic Vehicle Aerostructure Alternatives (JAHVAA) Program is to extend material and processing development and testing of non-Carbon/Carbon (C/C) Thermal Protection System (TPS) materials to establish trusted design allowable data, driving down material transition risks and enabling greater flexibility in hypersonic systems design. For the JAHVAA Program, aerostructural components can include acreage aeroshell components, nose tips, leading edges, flight controls and their underlying substructures. In other words, any Outer Mold Line (OML) related component that must survive the harsh aerothermal and structural environments typical of hypersonic strike mission. It should be noted that OML windows and radome materials are not within scope of the JAHVAA Program. JAHVAA will be structured as a series of three Challenge Problems (CP) where potential Offerors will develop and mature their proposed materials and associated manufacturing processes. Independent Verification & Validation (IV&V) testing to demonstrate technical utility will evaluate the proposed materials in a series of CP specific component geometries that increase in complexity and size in successive competitions. The high temperature structural materials and any associated Thermal Barrier Coating (TBC) / Environmental Barrier Coating (EBC) will be defined as the Thermal Protection System (TPS). Please visit the S2MARTS website at https://s2marts.org/ to review the full RFS. Contracting Office Address: 300 Hwy 361 Crane, IN 47522 United States Primary Point of Contact: Kori Johnston kori.a.jacobson.civ@us.navy.mil Phone: (812) 381-7142 Secondary Point of Contact: Matt Summers matthew.s.summers.civ@us.navy.mil Phone: (812) 227-9430
