- Description
- The Department of Commerce (DOC) supports the AbilityOne program through the procurement of products and services on the AbilityOne Procurement List in compliance with the Federal Acquisition Regulation Subpart 8.7.� Consistent with Government-wide Diversity, Equity, Inclusion and Accessibility initiatives DOC has established an AbilityOne pledge of 1.5% of total spend in fiscal year 2023.� To support fulfillment of this pledge DOC anticipates negotiating a Blanket Purchase Agreement or other contractual agreement with an AbilityOne source for establishment of a pilot program for Section 508 Compliance Digital Remediation Services as described in the attached draft Performance Work Statement (PWS).� Specifically, DOC anticipates utilizing FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services to conduct a sole source acquisition with an AbilityOne source to initiate this pilot.� The scope of services encompassed within the draft PWS are not currently on the AbilityOne Procurement List.� However, based on results of the pilot the Department may consider coordinating with the AbilityOne Commission to add some or all PWS tasks to the Procurement List.� The total estimated value of the BPA or other contractual agreement is not estimated to exceed $7.5 million with a period of performance that includes a base year and two one-year options. This notice of intent to award to an AbilityOne source is posted in compliance with the requirements of FAR 5.201.� This notice of intent is not a request for competitive proposals.� However, non AbilityOne sources may submit questions and comments including capability statements at their discretion.� A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.� Any information received will be accounted for in the agency�s market research report and acquisition strategy decision.� Responses must be submitted in writing to the Procurement Specialist, Blen Gabriel via email at bgabriel@doc.gov no later than the timeframe specified herein.
