- Amendment 2 This amendment is to correct the response date in Sam.gov.� The response date is 5/26/2023 at 12:00pm. Amendment 1 This amendment includes: 1. Q&A 2. Remunerated Attachment Pricing Sheet 3. Remove/Add Sample Call Order SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.106 in conjunction with FAR subpart 13.501 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation document will not be issued. The U.S. Agency for Global Media (USAGM) intends to award a multiple award Blanket Purchase Agreement (BPA) for qualitative and quantitative research projects. USAGM, like all federal agencies, is required to show evidence of performance and effectiveness. Common measures such as audience reach, and reliability of programming have long served the USAGM in assessing the impact of our media on populations. Research is also used to drive strategic and program planning within the agency. Information about media markets, trends in technology adoption, and audience demographics and preferences are used for these efforts. Since 2001, the USAGM�s research program contracts have supplied the agency with the business intelligence required for both performance measurement and planning through intensive study of broadcaster markets and audiences. USAGM seeks BPAs for qualitative and quantitative research projects. This Statement of Work (SOW) communicates technical requirements for both. The ordering period under this BPA is five (5) years from the award date. The full text of FAR provisions or clauses may be accessed electronically at http://acquisition.gov/far. The following solicitation provisions apply to this acquisition: The FAR provision at 52.212-1 Instructions to Offerors�Commercial Products and Commercial Services applies to this acquisition to include the addendum found in Attachment 2 � Instructions to Offerors. The FAR provision at 52.212-2 Evaluation�Commercial Items applies to this acquisition to this acquisition to include the addendum found in Attachment 3 �Evaluation Criteria. Offerors are required to include a completed copy of the provision at 52.212-3�Offeror Representations and Certifications-Commercial Products and Commercial Services on-line at https://www.sam.gov. The FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. The FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. The clause in its entirety can be found in Attachment 4 � Provisions and Clauses. All companies must be registered in the System for Award Management at https://sam.gov/content/home to be considered for award. 1952.232-91 Electronic Invoicing and Payment Requirements - Invoice Payment Platform (IPP) (April 2016) Payment requests for all new awards must be submitted electronically through the U. S. Department of the Treasury's Invoice Payment Platform System (IPP). ""Payment request"" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in FAR 32.905(b), ""Payment documentation and process"" and the applicable Prompt Payment clause included in this contract. The IPP website address is: https://www.ipp.gov. This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award Blanket Purchase Agreements (BPAs) as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all Proposals must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" Offerors shall list exception(s) and rationale for the exception(s). Submission shall be received via email not later than 12:00 pm 05/26/2023 to USAGMRFQCON@usagm.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
