Description
Update 5/23/2023: Q&As as well as an updated draft RFP have been posted to the bidder's library.� A formal solicitation is anticipated to be released within the next few weeks and is anticipated to have only minor changes that might clarify or clean-up language, but is not anticipated to have significant scope changes. Update 1/26/2023: Due to updates in the need dates, this requirement has changed to an FY24 requirement.� A draft solicitation including Sections L & M is available to industry upon request for those that provide or have previously provided the signed Terms of Use, and other documents as outlined in previous posts to gain access to GFI.� The updated anticipated release of a formal solictation is estimated to be March 2023. Update 10/14/2022:� Attachment 1 with NSERC instructions has been added. Industry is notified that the competitive solicitation is estimated to be released in several weeks. The final version of the TDP is being made available now to provide an advanced review prior to solicitation release.� This TDP incorporates any recent Engineering Changes that may have been made since the previous version of the TDP was made available during the RFI process.� Potential offerors must also complete the attached Unclassified Terms of Use form and return to the Government as well as a copy of the company's completed DD 2345. SYNOPSIS:� The Naval Sea Systems Command intends to issue a competitive solicitation for FY23-27 full-rate production of the AN/SPQ-9B Anti-Ship Missile Defense (ASMD) Radar System, including Combat Interface Kits, upgrade kits, material test and evaluations, repair orders, and provisioned item order spares. NAVSEA intends to award one Firm-Fixed-Price (FFP) contract resulting from this solicitation for up to 17 AN/SPQ-9B ASMD Radar Systems and associated Combat Interface Kits. The contract would have a base year and 4 option years.� IMPORTANT: In order to be considered for contract award, each company must have a SECRET facility clearance by the time of award. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary, although the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State.� There will be no classified attachments for the solicitation phase. Distribution Statement D technical documents and other Government Furnished Information for the solicitation phase will be provided in a library (referred to as the ""Bidder's Library""), located on the Naval Systems Engineering Resource Center (NSERC) website, with restricted access. NSERC ACCESS: Offerors will be required to have an NSERC account to gain access and view the documentation in the Bidder's Library. Attachment 1 of this pre-solicitation notice provides Offerors with the necessary steps to obtain both an NSERC account and approval to access to the Bidder's Library (Attachment to be added in a forthcoming update to this post). This pre-solicitation notice is being posted to the SAM.gov webpage. SAM.gov is the single point of entry for posting of synopsis and solicitations to the internet. Hard copies of the solicitation will not be provided or mailed. Interested offerors should monitor the SAM.gov page for the release of the solicitation. Since this solicitation, and any applicable amendments, will be issued electronically, the Government is under no obligation to maintain a bidder's mailing list. DISCLAIMER: This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual�offers or award contracts.� The Government is not soliciting, nor will it accept, proposals as a result of this synopsis.� If a competitive solicitation is issued in the future, it will be announced via SAM.gov, and interested parties must comply with that announcement.� The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.� This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
