- �This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any type of contract award. The Federal Law Enforcement Training Center, Glynco GA, is conducting preliminary market research to determine the market capabilities of potential contractors for a design/build requirement to construct a Strength and Conditioning Complex at FLETC, Glynco GA. The Construction Magnitude is greater than $10,000,000.00. Any contractor interested in performing such work, must be able to perform the following: AE Design and Construction of a Strength and Conditioning Complex with performance of work to include site civil, structural and conveyance, general construction, fire protection, plumbing, mechanical, site survey, soil boring, and utility coordination. All interested firms with 236220 (Commercial and Institutional Building Construction) as an approved NAICS codes have until June 6, 2023, at 11:00am (local time) to submit the following information: 1) Name & Address of your Firm 2) Point of Contact (name/phone/email) 3) Current Beta SAM Report 4) Annual Revenues 5) Business Size, to include designation as HUB-Zone, 8(a), Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and large business. [If an 8(a) Small Business, your firm must have an office in Region IV (GA, AL, NC, TN, MS, FL, KY, SC)]. Any supporting documentation that confirms your socio-economic status should be provided, i.e., letter of certification from VA confirming SDVOSB status. The Government must be able to verify SBA certification of HUB-Zone and 8(a) via Beta SAM and/or the Small Business Dynamics Search. 6)Provide evidence of capabilities to construct comparable facility to include commercial and fitness building construction, multiple story facilities on recent projects (not more than five years old). Include the project name and description of the key/salient features of the project (in accordance with project description), contract type design/build, total contract/task order value (minimum value of no less than $10,000,000.00 for each project), completion date, and your company�s level of involvement in the project (i.e., subcontractor (type), prime, GC, etc.). Additionally, if you were teaming with another firm, clearly identify your role for submitted project(s). Please provide at least one point of contact (with email address and phone number) for project validation. Please submit a minimum of 1, no more than 3 projects. 7) Firm�s capability to perform design/construction services, to include the geographic location, Glynco Georgia. Include firm�s in-house capability to: (provide supporting documentation/narrative as applicable) i) supply the necessary labor, equipment, and supplies to perform design/construction work on a confined site in an active use area. 8) Information regarding Teaming Arrangements (if applicable). Although we are not looking for formal signed agreements at this time, if you intend to �team� with another firm, formally or informally, you must submit information, not more than one (1) page, about your team�s involvement. More specifically, you must submit enough information for the government to determine the roles each team member will play and what your entity�s socio-economic status is or will be considering the proposed arrangement. Therefore, include in your one (1) page submission, your small business status and if you intend to mentor/prot�g� and/or JV with a large business. Both teaming members must confirm via signature on the one (1) page summary that 51% of the profits and managerial function will be assigned to and will be performed by the small business. Likewise, if you are an 8(a)-firm intending to mentor/prot�g� and/or JV with a large business both team members must confirm via signature on the one (1) page summary that 40% of the labor will be performed by the 8(a) firm. Additionally, if the team has a mentor/prot�g� arrangement, identify the areas that will be mentored. Any supporting documentation that validates your entity�s socio-economic status as a team should be provided. Participation in this Request for Information (RFI) process is important as it makes FLETC decision-makers aware of the capabilities that exist in the market. Your response is a key factor in the development of the acquisition strategy. Data collected will become the property of FLETC and will be used only for the purpose of determining the capabilities of businesses responding to this, sources sought notification for the Federal Law Enforcement Training Center, Glynco. This data will help FLETC to identify potential contractors to support the Strength and Conditioning Complex requirement.
