Description
The US Army Contracting Command � Redstone on behalf of Project Management Office Aircraft Survivability Equipment (PMO ASE) hereby notifies qualified industry vendors of an upcoming EO/IR sensor and threat detection demonstration event and is inviting them to participate. The United States Government (USG) intends to use the data collected and the demonstration results provided by industry to assess the current state of next generation EO/IR sensors and threat detection capabilities. This information provided by industry from this assessment may be used by the USG in developing an acquisition approach for the next generation EO/IR sensors and threat detection system. The industry vendors targeted for this demonstration are those with a mature technical product (assessed against the �Sensor Technical Data� paragraph), that may or may not be on contract with PMO ASE or another USG entity. Industry vendors currently under contract with PMO ASE please contact your USG contracting officer representative about participation in the demonstration event. Industry vendors currently under contract with another USG entity please have that USG entity or COR contact PMO ASE by email at usarmy.redstone.peo-iews.mbx.pdm-mw@army.mil with their interest to participate. The USG will not provide funding for industry to participate in the demonstration event. Industry participation is solely on a non-interference basis and USG test may not stop for any industry vendor�s technical issues. This special notice is not connected to any upcoming contractual opportunity or Request for Proposal (RFP). The demonstration event will utilize a US ARMY UH-60M airframe in flight. On the airframe, the USG may limit the number of interested industry vendors to participate in the demonstration event due to the size, weight, and power (SWaP) of systems and instrumentation. The preference criteria for participation in this demonstration event is described in the Technical Section below.� Brief Demonstration Description The EO/IR Sensor and Threat Detection Demonstration Flight Event is currently scheduled to begin September 2023. Setup/integration will begin June 2023. There will be a variety of in-flight data collection events executed during the demonstration and will include 40-60 hours of flight. Required support equipment to participate in the events and detailed event schedule will be discussed at the information meeting. The USG will protect any vendor identified proprietary information. Vendors who wish to attend the information meeting must submit a DISS visit request to PMO ASE SMO Code at W6DP01-PEOIEWS ASE 6-118; those without DISS access may submit a visit request memorandum via letter e-mail to the PMO ASE Security Manager, Vickie Cooper at Vickie.C.Cooper.civ@army.mil, or through mail to the following address: PEO-IEW&S PMO ASE, ATTN: Security, 6726 Odyssey Dr NW, Huntsville, AL 35806, to receive approval to attend.� A maximum of five (5) participants per vendor team will be permitted to attend the information meeting. Vendor RSVP request must provide names, position within the company, email, phone number, and vendor cage code (if assigned) to be vetted for access to the information meeting within fourteen (14) days of SN release.� The information meeting will cover the specifics of the PMO ASE test events including vendor equipment requirements for demonstration event participation.� Also, the USG will discuss their assessment criteria. Vendor submitted questions will also be addressed and must be submitted to Army Contracting Command (ACC), Contracting Officer, Mr. Christopher Williams, christopher.b.williams94.civ@army.mil. All interested parties are invited to attend; however, attendance is restricted to U.S. firms and U.S. citizens only. The PM ASE team will include Systems Engineering and Technical Assistance (SETA) contractors with valid Non-Disclosure Agreements (NDAs). Registration for this event will open upon posting of this SN. The deadline to request attendance is one week after posting this SN. Visit approval is contingent upon email approval from PMO ASE Security. Upon notification of approval, visitors will be provided with an agenda. In order to promote an informative and successful meeting, attendance is by registration only. Only those with a confirmed registration will be permitted to attend. The information presented by the USG will include up to collateral SECRET level. Aside from registration and presentation material for one-on-one discussions, no other information is required for the meeting. The USG will be conducting one-on-one discussions during the information meeting.� Registered vendors will be allowed thirty (30) minutes to present relevant information to the USG team.� All presentation materials must be sent in advance of the information meeting NLT one week prior to the email listed above. Vendors requesting one-on-one discussions must indicate so in their RSVP. Time slots will be allocated on a first come-first served basis only. Event location will be included in the message with approval to attend. Technical Data for System Evaluation All vendor sensors/systems participating in this demonstration event must be substantiated for airworthiness and capable of operating in flight (as detailed in the UH-60M Airframe Information and System Integration Requirements for Installation below).� This in-flight demonstration event is intended to assess the maturity of state-of-the-art sensors/systems. The intent of this data collection activity is to obtain flight recorded data/imagery and all ancillary data (ancillary data to be determined based on vendor�s proposed setup), �needed to support Digital System Model playback and threat insertions(e.g., detection, track, declaration, launch range estimate, time-to-go estimation), evaluate false alarm rate, and provide an opportunity to demonstrate ASE systems integration (e.g., countermeasures). It is expected that at a minimum the vendor brings at least two sensors and corresponding data acquisition unit/recorder.� The vendor is encouraged to bring a processor/discrimination algorithm for the USG to better understand the maturity of the system. The USG recognizes that the vendor may want to bring the data back to their facilities after the completion of the test to refine threat detection algorithms. These facilities must be with the United States of America and the data must be analyzed by cleared US citizens. If this is the case, the USG expects field results and (potentially) updated set of results to be included in the final Demonstration Report. The report is expected at most 45 days after test completion.� Presentation of the final out brief of the Demonstration Report will be provided at a USG sponsored location, or the vendor may be allowed to host the USG at no cost to the USG. In support of the demonstration, the vendor is expected to provide a detailed list of the equipment/system that is brought to the demonstration site as well as the associated Safety of Flight (SOF) documentation for items intended for flight. All criteria and information outlined in the UH-60M Airframe Information and System Integration Requirements for Installation section must be required in order to be considered for participation. �Furthermore, it is expected that all sensor technical data should be provided for the specific sensor(s) brought to demonstration, as well as for any future changes that may be proposed for the system. All technical data should be provided in a tabular form, i.e., not just plots/images. If the number of responses exceeds that available space on the UH-60M test platform(s), priority will be given in the following order: Complete Form/ Fit (to existing Army MWS installation locations) Systems (5 sensors, Processor, Algorithms, and flightworthy means of recording imagery and ancillary data for a full 2.5 hr flight mission up to 3x flights/day) with all requested Sensor Technical Data (as outlined below), and a functioning DSM Partial Form/ Fit Systems �(<5 Sensors, Processor and Algorithms and flightworthy means of recording imagery and ancillary data for a full 2.5 hr flight mission up to 3x flights/day) with all requested Sensor Technical Data (as outlined below), and a functioning DSM Partial Systems (<5 Sensors, Processor, and flightworthy means of recording imagery and ancillary data in flight for a full 2.5 hr flight mission up to 3x flights/day) with all requested Sensor Technical Data (as outlined below), and a functioning DSM Partial Systems (<5 Sensors, Processor, and flightworthy means of recording imagery in flight for a full 2.5 hr flight mission up to 3x flights/day) with all requested Sensor Technical Data (as outlined below) All vendors are required to deliver the information outlined in the Section Data Products from the demonstration event. Sensor Technical Data for SUT Normalized Total Sensor Spectral Response (NTSSR) for each applicable band.� NTSSR should be sampled over the field of view of the sensor to provide understanding of any changes in the spectral response. Source of the spectral response, i.e., measured or computed, the desire is to obtain the actual set of curves (in each applicable band) as opposed to just the full width half points or the minimum and maximum spectral extent. Normalization is performed using the maximum value of the total sensor spectral response (TSSR). Architecture of Focal Plane Array (FPA)/Read Out Integrated Circuit (ROIC) Details on how ROIC works, e.g., Analog/Digital, sampling methods Multi-band sampling method, e.g., stacked array, reverse bias, sequential versus simultaneous Temporal simultaneity in sampling Any other information specific to your architecture Responsivity in units of [W/cm^2/?cpf], where ?cpf stands for delta counts per frame or difference in counts. Most vendors may be more familiar with the the units of [W/cm^2/counts], but what is important is the responsivity at the frame rate used to perform track formation and discrimination. Sensor native frame rate, and the frame rate used to compute track signature and discrimination.� For example, a sensor may collect data at 400Hz but processes tracks at 100Hz. Sensor integration period, i.e., duty cycle of frame rate. Pixel Bit Depth Dynamic Range NEI � Measurements at the center and edges of the Field of View (FOV). This is often a single number BUT it is desired to have the actual image used to evaluate the NEI to look at sensor uniformity) Sensor Point Spread Function as a function of flux level in order to understand blooming effects. The term Sensor Point Spread Function is used to differentiate form the term Point Spread Function where the former captures the effects of both the optical system and the sensing elements (detector/ROIC) as a function of flux (FPA). Sensor FOV Sensor effective IFOV (instantaneous field of view). Pixel Pitch Fill Factor Sensor FPA density (i.e., 512 x 512) Distortion Map/Pixel to angle conversion. Bad Pixel Map, e.g., Dead Pixels, Blinking, Stuck High/Low, etc.� Strategy for mitigation of bad pixels Describe any characteristics associated with the sensor material and ROIC that may be unique to your system En-Squared Energy Data Products from the Demonstration Event Description of image preprocessing that may have occurred in order to get the data ready for detection algorithms, e.g., Dynamic Non-Uniformity Correction (DNUC), bad pixels/bad pixel replacement strategy, temporal or spatial alignment, temporal integration, etc. Imagery from demonstration event corresponding to post NUC imagery from sensor at the native frame Imagery from demonstration event that that has been image pre-processed and would be ingested by a detection or tracking algorithms. Software to be able to read the sensor data. Matlab, Python or C/C++ are preferred environments for the reader.� Notes of their start and end times of each event (with some comments/descriptions), so we can easily focus on the frames needed for analysis and review. If a system processor was utilized, the Government expects performance assessment data that includes but is not limited to detection, tracking, declaration, launch range estimate, time-to-go estimation, etc. All these parameters are reference to time-after-launch (TAL). The Government may elect to perform an independent characterization of the sensors to evaluate the provided Sensor Technical Data. UH-60M Airframe Information and System Integration Requirements for Installation External integration requirements: Sensor systems must be able to be externally mounted throughout the duration of test events without the need for removal / reinstallation between mission cycles (e.g. overnight) The vendor shall define exact mounting interface geometry and sensor orientation requirements. CAD geometry data is required for the SUT�s outer mold line form factor (inclusive of electrical connectors).� In general the vendor shall provide all necessary SW&P details as it pertains to the SUT integration. The vendor shall provide all necessary electrical power and harness assemblies required between the SUT and the vendor provided data control/acquisition system. The vendor shall provide all pertinent ICD documentation required to interface the SUT and the vendor provided data acquisition / control system. The Vendor shall provide all required electrical and mechanical design analysis data needed to substantiate the structural / electrical integrity and sufficiency for safety of flight for external structures. �Internal (cabin) integration requirements: The vendor shall plan to utilize a Vendor furnished system control / data acquisition system for their SUT.� The vendor�s data system should be designed with the following assumptions: Power: 12 VDC or 115 VAC/400hz.� Vendor shall identify SUT power and power management (breakers,switches, etc) requirements Data system should be compliant with mounting into a government furnished 16 inch instrumentation rack and must be adequate to comply with the aircraft�s 20g crash load requirement for internal structures.� Provisions for incorporation of additional structural hardening shall be acceptable as needed to comply with crash retention requirements. The vendor shall identify any unique system control / display requirements which are required to accommodate user interface requirements. If the use of hardened, flightworthy laptops are desired for system control / data acquisition, the vendor shall identify the specific requirements, ICD�s, and shall provide all mechanical mounting hardware required to secure the hardware in compliance with SOF requirements.� The vendor shall perform the electrical / mechanical substantiation of the laptop and mount hardware. The vendor shall provide CAD geometry data as appropriate to assist the Government in its integration of the SUT into the aircraft. The vendor shall provide all necessary ICD required for the government to provide electrical interface es to the aircraft. The vendor shall provide all mechanical and electrical design analysis substantiation necessary for the Government to verify the system�s safety of flight sufficiency. The Government will provide the electrical power interfaces between the aircraft�s power system and the vendor�s SUT components and provide nominal circuit protection (circuit breakers) to the vendor hardware.� The Government will not provide any enhanced signal conditioning of power supplied to vendor hardware.� Any additional filtering of power to the vendor�s systems will need to be performed by vendor provided hardware.� The vendor shall support the integration of their system into / onto the government�s UH-60M aircraft when appropriate.� The vendor has responsibility for the execution of all diagnostics of their SUT hardware.� All hardware shall be installed onto the aircraft at the Government designated site. Vendor shall provide person(s) qualified to operate data acquisition units All person(s) shall have Flight Risk Clause Special Notice Submittal Instructions Vendors considering a response to this SN must possess a current and validated U.S. SECRET Facility Clearance Level (FCL) with the ability to store, process, and generate classified data. Provide a list of industry partner team members that would be involved with collecting and analyzing the data. Any industry partner team member that does not have a secret clearance will be limited in the amount of information available to them. All parties�to this Agreement shall comply with the requirements of the U.S. Department of State International Traffic in Arms Regulations (Title 22, CFR Parts 120-130), the U.S. Department of Commerce Export Administration Regulations (Title 15, CFR 730-774), and any other U.S. Government regulation applicable to the export/ import, re-export, or disclosure of controlled technical data to Foreign Nationals. Please send the industry partner team members� secret clearances to PMO ASE SMO Code at W6DP01-PEOIEWS ASE 6-118 and list the reason as �Industry EO/IR Demonstration Event Participation�. Proposed industry vendors with Foreign Control and Influence (FOCI) shall provide the Defense Security Service (DSS) FOCI mitigation instrument implemented (i.e., SSA, Proxy, etc) and any imposed limitations.� This information shall be provided to PMO ASE, Security Manager, Ms. Vicky Cooper, vickie.c.cooper.civ@army.mil The USG requests that prospective industry vendors submit an electronic response (Microsoft Office Word 2016 or higher or PDF format) of not more than 5 pages of unclassified information, 8.5"" x 11"" paper, 12-point, Times New Roman font, with a minimum of one (1) inch margins all around, describing the vendors equipment that will be utilized at the demonstration event and other requirements discussed in this Special Notice. Additionally, the vendors will be allowed 5 pages of classified information to address the requested Sensor Technical Data. The following items will not count against the prospective vendor�s 5-page submission page count limit: title page, executive summary pages (although information in the executive summary shall not be relied upon to establish the prospective industry partner�s satisfaction of the qualification requirements), and table of contents pages. Pages devoted solely to stating the industry partner�s name, industry partner�s contact name, industry partner�s mailing address, position, telephone number, e-mail address, cage code, and industry vendor�s Uniform Resource Locator (URL) also will not count against the five (5) page limit.� Note that industry partner respondents shall designate a single point of contact for receipt of all information pursuant to this special notice. Unclassified electronic submission shall be submitted by email directly to Army Contracting Command (ACC), Contracting Officer, Mr. Christopher Williams, christopher.b.williams94.civ@army.mil. Industry partners that do not provide adequate qualification attributes required by the Army will not receive the information and will not be able to participate in the USG testing. Classification Requirements:� Vendors considering a response to this SN must ensure compliance with the US Army Version ASE Security Classification Guide (SCG). Vendors must contact PMO ASE, Security Manager, Ms. Vicky Cooper, vickie.c.cooper.civ@army.mil to be vetted for access to the ASE SCG (require vendor POC contact information and vendor cage code), once validated the SCG will be sent to the vendor POC with handling and disposition instructions. Classified responses to this SN must be shipped in accordance with DOD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), section 4. Transmission. The vendor must have the appropriate Defense Security Service (DSS) facility clearance to submit a classified response. No phone calls will be accepted. Untimely submissions will not be accepted. Any industry vendor which does not submit a timely response to this special notice will not receive the information and will not be permitted to participate in the USG demonstration.
