DESCRIPTION: The Government is planning an Industry Day to provide an update for the upcoming solicitation for the Rio Puerto Nuevo Flood Control Project, Supplemental Contract 3: Channel Bottom and Wall Improvements, San Juan, Puerto Rico, and a programmatic update for the Supplemental Puerto Rico civil works construction projects. The projects are located throughout Puerto Rico. This is not a solicitation for proposals and no contract shall be awarded from this notice. LOCATION: Colegio de Ingenieros y Agrimensores de Puerto Rico Urb. Roosevelt 500 Calle Ing. Antolin N�n Mart�nez San Juan, Puerto Rico 00918 DATE: 1 March 2023 TIME: Registration on-site: 8:30 am, AST Seminar: 9:00 am � 12:30 pm, AST Individual Capability Briefings from Potential Solicitors (30-minute time slots): 2:00 pm � 5:00 pm, AST Focus Group Discussion � Puerto Rico Materials Testing Laboratories: 1:30 pm � 5:30 pm, AST EVENT DETAILS Industry Day for the Puerto Rico Supplemental civil works projects is scheduled for 1 March 2023 at the Colegio de Ingenieros y Agrimensores de Puerto Rico in San Juan, Puerto Rico. Educational Presentation An education presentation will be provided from 9:00 am � 12:30 pm, AST. The presentation will provide detailed information for the upcoming solicitation of the Rio Puerto Nuevo Flood Control Project, Supplemental Contract 3: Channel Bottom and Wall Improvements, San Juan, Puerto Rico.� The focus will be on scope of work, design information, construction considerations, acquisition timeline, and contracting requirements. The presentation will also provide a general program update for the Puerto Rico Big 3 - Rio Puerto Nuevo, Rio De La Plata, and Rio Grande de Arecibo Flood Risk Management projects. The program update will include general requirements, inspection/validation of construction materials laboratories with contractors and sub-contractors, and specific requirements to be considered by material suppliers/vendors, and heavy equipment dealers. Capability Briefings During the afternoon, potential solicitors for Rio Puerto Nuevo Flood Control Project, Supplemental Contract 3: Channel Bottom and Wall Improvements, San Juan, Puerto Rico will have an opportunity to provide Capability Briefings to representatives from the U.S. Army Corps of Engineers, Jacksonville District. Capability Briefings will be limited to 30-minute slots available between 2:00 pm and 5:00 pm, AST; reservations are required, and slots will be available on First Come, First Served basis. All time slots are only available for Prime Contractors. Capability Briefings will be provided in-person only. Puerto Rico Material Testing Laboratories The afternoon portion will also include a separate focus group discussion tailored to the Puerto Rico Materials Testing Laboratories. All interested firms are invited to engage with U.S. Army Corps of Engineers representatives for detailed discussion on expected testing requirements and how to obtain USACE validation, mainly Puerto Rico Materials Testing Laboratories. The focus group discussion will take place from 1:30 pm to 5:30 pm, AST. INSTRUCTIONS TO PARTICIPANTS: In order to prepare a list of attendees of individuals participating in this Industry Day, it is requested that an e-mail be sent to Frederick L. Cooper and Melaine E. Godina at Frederick.L.Cooper@usace.army.mil, Melaine.E.Godina@usace.army.mil no later than (NLT) February 22, 2023 at 5:00 pm, AST. In your email, please include the following information: firm�s name name and title of those individuals participating contact number and e-mail address Specify if your company would like to provide Capability Briefings to the U.S. Army Corps of Engineers, specifically for Rio Puerto Nuevo Flood Control Project, Supplemental Contract 3: Channel Bottom and Wall Improvements, San Juan, Puerto Rico (Note: a response will be provided to you with the reserved time slot and room number) Specify type of business, Small Business Category (if any), UEI Information and if you would like to participate as a Prime or Sub Contractor. Puerto Rico Material Testing Laboratories � Specify if you are a material testing laboratory interested in participating in the focus group discussion for the Puerto Rico Materials Testing Laboratories.� Note: Attendance to the Educational Presentation in the morning is optional. REQUEST FOR INFORMATION: Questions: The Government will address questions the day of and after the event.� Attendees will be given the opportunity to submit written questions during the presentation; index cards will be provided. After the Industry Day, all questions must be submitted through ProjNet (See instructions below). All questions and official/approved answers will be posted on the Sam.gov website. INSTRUCTIONS FOR SUBMITTING QUESTIONS: Questions relating to this webinar and future projects are to be submitted via Bidder Inquiry in ProjNet at (https://www.projnet.org). To submit and review inquiry items, participants will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access. A participant who submits a comment /question will receive an acknowledgement of their comment/question via email, followed by an answer to the comment/question after it has been processed by our technical team. All timely questions and official/approved answers will be made available through ProjNet. Official/approved answers to all timely questions will also be posted on the Sam.gov website in the form of a report generated from ProjNet when all answers are finalized. A page will then open saying that a user account was not found and will ask you to create one using the provided form. 5. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system. 6. Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system. Specific Instructions for Future ProjNet Bid Inquiry Access from ProjNet home page: 1. For future access to ProjNet, you will not be emailed any type of password. You will utilize your Secret Question and Secret Answer to log in. 2. Identify the Agency. This should be marked as USACE. 3. Email. Enter the email address you used to register previously in ProjNet. 4. Key. Enter the Bidder Inquiry Key listed above. 5. Click Continue. A page will then open asking you to enter the answer to your Secret Question. 6. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system. PROJECTS TO BE DISCUSSED ARE: Rio Puerto Nuevo Flood Control Project, Supplemental Contract 3: Channel Bottom and Wall Improvements, San Juan, Puerto Rico The work for the Rio Puerto Nuevo Supplemental Contract 3 includes the widening and deepening of the existing channel for flood control purposes by constructing two drilled shaft walls and dredging to the required depth. Each wall is approximately 5200 feet long with exposed heights ranging from 24 feet to 31 feet and will be tied together with a cap beam. Construction of the walls will require temporary sheet piling to maintain a minimum flow area for flood events. This contract also includes a tie-in structure at the Josefina Confluence, a transition the existing river upstream, and a transition to an existing project at the downstream outlet. Other work includes sanitary sewer, water, and electrical utility relocations, as well as implementation of new stormwater inlets for drainage across the wall into the channel. Big 3 Supplemental Projects The remaining of the Big 3 projects � Rio de La Plata and Rio Grande de Arecibo � will be discussed in General Terms PROJECT LOCATION:� San Juan, Puerto Rico NAICS CODE:� 237990 - Other Heavy and Civil Engineering Construction with a small business size standard of $45mil.
