- Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Business Manufacturers, other Small Businesses interested and capable of providing items requested. The intended contract is a firm-fixed price contract. A SBA Non-Manufacturer Rule Waiver will not apply if this requirement is set-aside for small business. It does apply to all other socioeconomic small business categories. The Department of Veterans Affairs, NCO20 is looking for BRAND NAME or EQUAL sources of the following: ETS-Lindgren EVO auto-seal STC44 MRI Door Replacement Service. Salient Characteristics: MRI suite door must meet the below requirements. Order is for a REPAIR contract service of MRI Suite door. Conduct RF Diagnostic test prior to any modification work to establish the current baseline performance of RF shield. Remove existing door and jamb and re-work rough opening in shield to accommodate new door. Provide and install one (1) 4'-0"" x 7'-0"" ETS-Lindgren EVO auto-seal STC44 door with architecturally styled RF door system including hardware. Conduct final RF test after door installation is complete to verify shield performs equal to or better than initial baseline test Must be new equipment only and all items must be covered by manufacturer s warranty. STATEMENT OF WORK (SOW) 1. Contract Title. REPAIR SERVICE CONTRACT FOR REPLACEMENT OF MRI DOOR. 2. Background. This equipment is not easily supported by Biomed or in house maintenance personnel due to its preparatory nature. Installation and repair require specialized knowledge of MRI shielding to install this correctly. These installers work very closely with the MRI manufacturer to absolutely reduce RF noise in the MRI environment. EX. One small loose screw could cause artifact and downtime affecting patient treatment. 3. Scope. Uninstall old MRI door and install new MRI door. Must provide shielding testing and proof of performance of the RF shielding. Installers must provide all tools and supplies for this service. Vendor must be specific on how they want the magnet magnetic field is to be protected during door installation. This will be done in normal duty hours while scheduling with Biomed for any unforeseen downtime of this scanner. 4. Specific Tasks. Task 1: Remove and replace MRI door and test all functions. Task 2: Perform RF shielding testing and prove that there is not any artifact due to this installation. There cannot be any delays on this door replacement since this will affect patient care.. All services will be performed on site. Site location: Mann-Grandstaff VA Medical Center. Contractor will arrive on site during the hours of 7:00am to 3:30pm and will schedule with the Biomedical Imaging Technician, Woody Cortner (509) 768-2228 prior to arriving on site. Reports will be delivered via e-mail in PDF format to the Biomedical Supervisor within 10 business days. All test equipment will have current calibration certification, and this will be included in the service report. Each unit will have a service report with detailed calibration and repair procedures performed on these units. Any repairs performed to these units will include parts or kits used with part numbers. All repair and maintenance costs will be covered under this contract. Additional charges for parts or software required by manufacturer or FDA recall will be covered under this contract. All travel and lodging expenses will be covered under this contract. No additional charges of any kind are billable. All expenses will be covered under this contract. 5. Performance Monitoring (if applicable). Work completed by the contractor will be inspected by Biomedical Engineering and the user familiar with the operation of this unit. Contractor will demonstrate the unit is fully operational to the MRI techs and Biomed. 6. Security Requirements. Service of this equipment will require a background check since the contractor may view patient PII during the process of servicing of these X-ray systems. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No other Government Equipment or Information is required. 8. Other Pertinent Information or Special Considerations. Due to the specialized proprietary requirements of maintaining this equipment, the service engineer assigned to service these units will have the required factory training and field experience to service this unit. We will not allow a non-factory trained service engineer to install, repair or maintain these units. a. Identification of Possible Follow-on Work. Any service or repair, parts, travel costs, lodging, software, kits or upgrades will be covered under the price of this contract. b. Identification of Potential Conflicts of Interest (COI). No known COI exists at this point. e. Inspection and Acceptance Criteria. Biomed and MRI Imaging Staff will inspect unit after installation and RF testing of this door. 9. Risk Control This MRI door will be serviced by factory trained personnel. The equipment will be brought back to manufactures specification and inspected by MRI staff and Biomed. 10. Place of Performance The contractor will be required to service this door on site. Travel and lodging are included in the cost and may not be billed. Mann-Grandstaff VA Medical Center 4815 N. As such, the salient characteristics reflect the physical, functional, or performance characteristics that equal products must meet to satisfy the Government s needs. To be considered for any potential solicitation, offers of equal products, including equal products of the brand name manufacturer, must: (a) Meet the salient physical, functional, or performance characteristic specified in this sources sought; clearly identify the item by Brand name, if any and make/model number. (b) Include descriptive literature such as illustrations, drawings, or a clear reference to descriptive data or information available that identifies that the equal item meets or exceeds the salient characteristics required by the Government.
