Description
Sources are sought for a company that can design and build 4 photovoltaic microgrid arrays at the Nevada National Security Site (NNSS). Interested parties are invited to respond to this announcement by providing the following information: Company Name and address Point of Contact Capability statement demonstrating ability to perform the project Four recently completed similar projects showing total manhours involved, cost of materials, total project cost and total kWh per year produced. Standard safety program Bonding capability Additional information or requirements to Support a Design-Build Solicitation. Provide requested information in an email, NOT LATER THAN 26 May 2023, to Jim Unland unlanjm@nv.doe.gov Primary focus of this project is to meet Energy Resilient Infrastructure and Climate Adaptation (ERICA) needs by providing sufficient Megawatts (MW) of power generated by photovoltaic arrays (PV) that will be electrically firmed with multi-hour Battery Energy Storage System (BESS) to create an islanding microgrid system contributing to the overall compliance with Executive Order 14008 and 14057 resulting in annual electricity savings, reducing greenhouse gas emissions, and increasing energy security at the NNSS. For clarity, microgrid, in this notice, follows the industry standard language as defined within IEEE 1547-2018 as to incorporating an intentional island interconnection.� The intention of these projects is to meet known CFE goals and significantly contribute to the overall strategy that considers powering the entire NNSS with renewable energy to an increased forecast need, as if no reporting exclusions were allowed. �The overall system (4 locations) shall produce 25,580 megawatt-hours (MWh) per year minimum with all main electrical components necessary for complete PV system,� including battery energy storage system to provide 4-hour resiliency and connections for 4 similarly sized systems in 4 separate locations. Four locations have been selected and prioritized as listed below. Each location is to deploy on-site utility scale microgrids that will make the connected distribution circuits cable of operating in an island mode where power can be maintained upon loss of the standard incoming electrical supply. These microgrids will be the first utility scale renewable energy systems on the NNSS. The list provides scheduled priority, project name, and Government Fiscal Year (GFY) start date: Area 23 Mercury Solar PV & Storage Installation ���������������� (GFY24 Start) Area 6 Tweezer Solar PV & Storage Installation� ���������������� (GFY25 Start) Area 2 Valley Solar PV & Storage Installation����� ���������������� (GFY25 Start) Area 5 Frenchman Solar PV & Storage Installation�������������� (GFY26 Start) Each location is intended to leverage the same base design and have options to extend system sizing up to the allowed project funding per location.� Site preparation is part of the PV and storage installation scope and will be completed by subcontractor. The ability of the subcontractor to deliver a $/W rate that includes storage to greater than the minimum specified here is highly desired. The project will be executed as a Firm-Fixed-Price Design-Build with options. As currently planned, options are: Option �1:� Develop Base Design for microgrid system operating in island mode for general use at all sites, includes 30%, 60%, and 90% design submittals and reviews. Issue for Construction (IFC) drawings will not be developed, as those will be completed for each site in future Options incorporating the Base Design with modifications for any required changes for the site connection details and the site location.� Base Design will be for a 4,000 kW PV array and 750 kW / 2,500 kWh BESS to include upgrade potentials to expand the system size, as adjusted to support final design analysis.� All required studies and investigations to support the design will be the responsibility of the design -build subcontractor (for example, geotechnical investigations, surveys, glare studies, etc.) ����������������� Upgrade 1:� 5,750 kW PV array and 1,000 kW / 4,000 kWh BESS. ����������������� Upgrade 2:� 6,500 kW PV array and 1,000 kW / 5,750 kWh BESS. ����������������� Upgrade 3:� 8,000 kW PV array and 1,250 kW / 7,750 kWh BESS. ����������������� PV system shall be capable of being maintained by third parties. Option 2:� Area 23 Mercury site specific microgrid system design. Provide 60%, 90% and IFC design submittals and reviews incorporating the Base Design with selected options and providing details of site preparation, point of common coupling (PCC) shall be to the 12.47 kV distribution line for circuit MD-03, and shifting the existing Fire Station PV system onto the MD-03 circuit.� ��������� Option �3:� Area 23 Mercury system installation. Provide all materials, parts and equipment, construction/installation services, operational training, connections to existing systems, spare parts, and commissioning consistent with approved IFC submittals from Option 2. Option �4:� Area 6 Tweezer site design. Provide 60%, 90% and IFC design submittals and reviews incorporating the Base Design with selected options and providing details of site preparation. PCC shall be on the 34.5 kV distribution line from the gas circuit breakers TW-3402/3403.�� Option �5:� Area 6 Tweezer system installation. Provide all materials, parts and equipment, construction/installation services, operational training, connections to existing systems, spare parts, and commissioning consistent with approved IFC submittals from Option 4. Option 6:� Area 2 Valley site design. Provide 60%, 90% and IFC design submittals and reviews incorporating the Base Design with selected options and providing details of site preparation. PCC shall be on the� 34.5 kV distribution line from the gas circuit breakers VA-3401.� Option �7:� Area 2 Valley system installation. Provide all materials, parts and equipment, construction/installation services, operational training, connections to existing systems, spare parts, and commissioning consistent with approved IFC submittals from Option 6. Option �8:� Area 5 Frenchman site design. Provide 60%, 90% and IFC design submittals and reviews incorporating the Base Design with selected options and providing details of site preparation. PCC shall be on the� 34.5 kV distribution line from the gas circuit breakers FF-3401. Option 9:� Area 5 Frenchman system installation. Provide all materials, parts and equipment, construction/installation services, operational training, connections to existing systems, spare parts, and commissioning consistent with approved IFC submittals from Option 8. Work will be performed as outlined in the Project Labor Agreement(s) (PLA) for Southern Nevada Building Trades Unions (SNBTU) and Other Signatory Unions. Preliminary GPP Locations have been identified in the attachment.
