Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Emory University Children�s Center. Chronic kidney disease (CKD) is rare among children and adolescents in the United States (U.S.) yet contributes significant morbidity and healthcare burden. Children with CKD are hospitalized 18-35 times more frequently than children without CKD, with the highest hospitalization rate observed among children with CKD insured by Medicaid. The median per-person per-year (PPPY) cost of care was approximately 9 times higher for children with CKD than without among commercially insured children.1� Despite these established adverse impacts, basic epidemiologic information on conditions that underlying pediatric CKD in the U.S. such as disease incidence and prevalence are often imprecise due to the rarity of the conditions and lack of centralized screening and reporting. Our understanding of the contributors to disease progression is also limited to registry information with cohorts with more advanced disease, missing potential opportunities to improve care early on in the disease trajectory.2 The Children�s Healthcare of Atlanta (Children�s) is one of the largest pediatric clinical care systems in the U.S. and is uniquely positioned to provide critical epidemiologic information on pediatric CKD. Since late 2012, Children�s is the only pediatric nephrology provider for the Atlanta Metropolitan Statistical Area (MSA), the 8th largest in the country, with approximately 1.5 million residents under 18 years of age.3 The only other pediatric nephrology practice is located in Augusta, Georgia, approximately 150 miles away. The Children�s Pediatric Nephrology practice manages all pediatric patients with CKD of all stages for the Atlanta MSA and much of Georgia. The Children�s network has a robust health informatics infrastructure to extract patient and population level data. The goal in this proposal is to leverage the unique position of Children�s to define incidence and prevalence of pediatric kidney diseases and examine healthcare utilization and contributors to adverse outcomes. The purpose of the project is to provide the National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) with the Research and Development services to Construct a validated, systematic process of identifying Atlanta MSA children and adolescents who have one of 5 leading kidney diseases, obtain accurate incidence and prevalence data in a diverse U.S. population that is critically missing for pediatric kidney diseases, and increased understanding of social determinants of health in this population. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any quotation/response should be emailed to contract specialist at qsx8@cdc.gov by COB 5, June 14, 2023.
