- Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office (NCO) 17, Central Texas Veterans Healthcare System (CTVHCS) equipment located in 1901 S. 1st Street, Temple, Texas, intends to issue a sole source award to Anaerobe Systems, 15906 Concord Cir, Morgan Hill, CA 95037. The VA plans to purchase an Anaerobe Systems Anaerobic Chamber AS-500 The procurement action requires a gloveless anaerobic chamber that is suitable for collecting, plating, and growing anaerobic bacteria such as Clostridium difficile. This is a critical piece of equipment that is required for completion of VA funded research projects at our facility. The instrument needs to maintain a fully anaerobic environment complete with apt working space for sample collection, transfer, and plating. The instrument must also have an incubator for 500 sample plates as well as accommodate for protocol changes necessary for the lab s unique sample set. These working space processes are currently completed in mostly aerobic conditions which can inhibit successful bacterial growth and contributes to difficulties in obtaining data for the VA funded research, including spending increased time and resources on growing samples, etc. The Anaerobic Chamber AS-500 will be located at 1901 S. 1st Street, Temple, Texas in accordance with the attached Statement of Work (SOW). The VA intends to solicit and negotiate a sole source contract under the authority of FAR 13.106-1(b). The VA anticipates awarding a contract on or about July 1, 2023. The NAICS Code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing which has a Small Business Size Standard of 1000 Employees. This notice of intent to award a sole source contract is not a request for competitive proposals. However, in accordance with FAR 5.207 (c) (16) (ii), all responsible sources that feel they can fulfill this requirement may submit a capability statement which shall be considered by the VA. Responses to this notice shall contain sufficient information to establish the interested parties bona-fide capabilities for fulfilling the requirement, and include: Dun & Bradstreet Number, and the Taxpayer Identification Number, along with documentation that the vendor is an authorized service provider of the equipment listed. All respondents must have an active registration in the System for Award Management at www.sam.gov. Interested Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be listed as verified on the SBA Veteran Small Business Certification (VetCert) database located at https://veterans.certify.sba.gov in order to receive contract awards under the Veterans First Contracting Program. A determination by the VA not to compete this proposed action based upon responses to this notice is solely within the discretion of the VA. In addition, the information received because of this notice of intent will be retained as market research only. If no affirmative written response is received by the response date and time, a sole source contract will be awarded to Anaerobe Systems, 15906 Concord Cir, Morgan Hill, CA 95037 without any further notice.
