Description
The Office of the Comptroller of the Currency (OCC), a bureau of the U.S. Department of the Treasury, is issuing this sources sought notice as a means of conducting market research to identify parties capable of providing mass notification system. �All parties are welcomed to respond, but the primary purpose of this notice is to determine whether there are any small businesses capable of providing the software. �The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System code assigned to this procurement is 541519, Other Computer Related Services. �The Small Business Administration size standard is $34 million. The Contractor shall provide a hosted off site base high speed emergency notification system to be used for crisis communications. It must: 1.�� �Be capable of efficiently sending notifications to up to 5,000 OCC employees and contractors prior to, during, and after a crisis or emergency. 2.�� �Be capable of initiating and delivering notifications 24 hours a day, 7 days a week, 365 days a year �from a standard internet connection. 3.�� �Support smart phone and tablet technology, have iOS and Android apps with one page notification and one click send. 4.�� �Capable of notifying groups ranging from as few as one individual up to groups of approximately 200 and a maximum group of 5,000. 5.�� �Provide a minimum of nine contacts per employee or contractor is required ��� �Mobile Member App.� ��� �Business Mobile.� ��� �Personal SMS TXT telephone number.� ��� �Personal Email. � ��� �Business Phone.� ��� �Business Email.� ��� �Home phone.� ��� �Personal Mobile.� ��� �Business (SMS TXT telephone number) 6.�� �Include Interactive Map-Based Message Targeting to sending notifications based on zip code, street address, radius from a specific point, latitude/longitude, customer shapes files. 7.�� �Allow for multiple type of notifications Standard, Polling with up to nine different responses and conference call. �The conference call feature must allow one click access to conference bridge and capable of using organization established numbers. 8.�� �Allow for customized banners, outgoing information, caller ID, email address templates for predetermined contacts and predefined messages (also available with iOS &Android apps). � 9.�� �System must have opt-in portals to either publicly or private (invitation only) available and allow contacts to opt-in, update, and manage their accounts, which includes contact information, locations they care about, alert preferences, and more- through branded, customizable web-based portals. 10.�� �Allow for web-based API Interface for on demand updates to Name, Business Phone, Business Mobile, Business SMS TXT telephone number, Business Email, Business address and Affiliation. 11.�� �Have geo-redundant architecture to ensure messages can be sent at any time. � 12.�� �Include a live operator and a Calling Automated System available 24 hours a day, 7 days a week, 365 days a year. �System must provide real-time reporting during notifications� THERE IS NO SOLICITATION AT THIS TIME. �This request for capability information does not constitute a request for proposals. �Submission of any information in response to this market research is purely voluntary, and the Government assumes no financial responsibility for any costs interested parties may incur. Interested parties shall provide a capability statement that describes their experience providing a mass notification system. The capabilities statement shall not exceed five (5) pages in length. �Pages shall be no larger than 8.5� x 11� in size, and the font no smaller than 10 points in size. �No marketing materials shall be included as part of the capability statement. Interested parties shall provide the following information in their capability statements:� 1.�� �Company�s name, address, email address, website address, telephone number, and point of contact; 2.�� �Size and type of company ownership (i.e., small business, 8(a) business development participants, HUBZone, service-disabled veteran-owned, and economically disadvantaged women-owned, and women-owned small business); 3.�� �Unique Entity Identification Number; 4.�� �CAGE Code; 5.�� �Suggested North American Industry Classification System code; 6.�� �A detailed description of three (3) current or past contracts or task orders within the past three (3) years that identify the company�s ability to provide awards. �Include the following information: (a) Project Title;� (b) Description of the Items Provided;� (c) Contract/Task Order Number; (d) Contract/Task Order Amount; (e) Government Agency/Organization; (f) Contracting Officer Representative�s name, address, telephone number, and email address; and (g) Current status, e.g., completed and/or in progress, start, and estimated completion dates.� BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. �Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. �After a review of the responses received, a pre-solicitation synopsis and solicitation may be posted on the Contract Opportunities website. �However, responses to this notice will not be considered adequate responses to a solicitation. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by June 6, 2023.
