- Description
- The Army staff looks to the DCS, G-9 for recommendations on a wide range of installation planning, stationing, programming, and utilization issues. In addition to evaluating routine facility requests (construction, modernization, adaptive reuse, and lease alternatives) and discretionary re-stationing of forces, the DCS, G-9 evaluates facility requirements and force structure changes in support of major force structure and installation realignment decisions. Further, the DCS, G-9 has functional responsibility for programming funds for facility investments and base operations of Army installations. This requirement is for Management and Professional services in the form of Real Property information systems (para 1.2.1) expertise. The Contractors shall provide subject matter expertise in updating critical series of data, reports, charts, and graphs that support the continual analysis of facilities requirements, conditions, and costs at Army installations, as well as Army Commands, Direct Reporting Units and HQDA facility structure planning initiatives. This includes analysis and assembly of datasets to support Army-wide facility excess capacity, failed facility mitigation, demolition, military construction, and the Facilities Sustainment, Restoration, and Modernization (FSRM) Programming Planning, Budgeting, and Execution (PPBE) cycle. The requirement also includes data mining, data collection, and data analysis through expert-level use of Army-specific systems identified below under information sources on evolving number of studies involving base support issues, facilities requirements, facilities strategies, and infrastructure readiness in accordance with DoD directive 4001.1, Installation Support (2011).
