- Description
- Installation Status Report (ISR) is a fully web-based decision support system designed to assist users at echelon from installation to Headquarters Department of the Army (HQDA) with assessing key elements of installation readiness, to include facility readiness, installation service performance compared to Army standards, and installation resource capacity and security at a specific point in time. The ISR Program facilitates the development or improvement of metrics that can better measure business process improvement. The ISR Program assists Army leaders with identification of and prioritization of requirements and risk and enable appropriate and responsible decision making in support of the four components of ISR: Infrastructure (ISR-I), ISR Mission Capacity (ISR-MC), ISR Services (ISR-S) (Performance), and ISR-S (Cost). ISR will be impacted by two planned system transitions during the period of performance of this contract. Data from the Army Corps of Engineers� BUILDER system is already top-loaded into ISR-I on a quarterly basis. The first transition will be the movement of all ISR-I functions from ISR to the Enterprise Sustainment Management System (ESMS; a modernized SMS system that includes BUILDER). ESMS capability is planned to be at technical parity with ISR-I by the end of FY2023 and at full ISR-I capability implementation no later than the end of FY25. The second transition is a planned consolidation of all G-9 Real Property Asset Management Division systems into a single system (and data architecture) with modernized applications that provide all current functions as well as improved ability to expand capability. ISR-MC and ISR-S functions are currently anticipated to complete transition by the end of FY28.
