- Page 2 of 3 Page 1 of 3 Amendment Sources Sought Notice Community Image Sharing Platform This amendment is to inform all potential vendors the Government intends to proceed with a new contract action under NAICS code 541519. This requirement will be solicited as a brand name or equal, 100% small business set-aside posted to Contract Opportunities via SAM.gov. Per FAR 7.102(a), Agencies shall perform acquisition planning and conduct market research for all acquisitions in order to promote and provide for. THIS IS A Sources Sought Notice ONLY. The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 15, desires to procure a Community Image Sharing Platform. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the VA to contract for any supply or service. Further, the VA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The VA will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is: 541511, Custom Computer Programming Services. A brief synopsis of the required product is provided below: The Contractor shall provide a Community Image Sharing Platform that meets the following salient characteristics: 1. Be licensed for unlimited image transfers for all VISN 15 Medical Centers. 2. Bi-directionally transfer VISN 15 images to and from VISN 15 and it s VA Community Partners at no additional cost to any VA or non-VA organization. 3. Allow VISN 15 personnel to search the established Community Partners to locate prior medical images or reports and retrieve them to the VA where they can be imported to VA systems such as the Computerized Patient Record System (CPRS) and the Veterans Health Information Systems and Technology Architecture (VistA) Imaging Systems using a quality assurance step. a) Quality assurance step would include VA Staff review of patient Medical Record Number (MRN), Social Security Number (SSN), or order number to correct and manually match to the patient or order in the VA CPRS system for import. This step would be completed through the application and provide confirmation that the data was imported after the identifier correction. 4. Be automated to import images and reports from Community Partners with minimal VA Staff interaction as outlined in 3a, above. This automation shall be capable of the following: a) Automatically match patient IDs to update the patient s Medical Record Number (MRN) with the VA s MRN, when available. b) Generate a non-VA order through VistA Imaging/CPRS and update the inbound studies with the VA accession number for reconciliation in VISN 15 s current commercial Picture Archiving and Communication System (PACS) (Philips Intellispace) using a Class 2 interface deployed to each VISN 15 VistA Instance. c) Allow for automated pre-fetch of prior images and reports from the Community Partner facility or in advance of an upcoming appointment at the VA or during a care in the community consult. d) Attempt to automatically find the correct patient in VistA/CPRS and reconcile the outside data with the correct Patient ID/MRN when outside images and reports are received. If a distinct match is not found, the outside data shall be held for manual review by staff in a worklist. e) Automatically conduct searches of VA Community Partners for relevant priors based on an upcoming appointment/procedure using a Health Level 7 (HL7) order (ORM), Digital Imaging and Communications in Medicine (DICOM), or scheduling (SIU) message from VistA. f) Search VA Community Partners for the patient, retrieve clinically relevant prior images and documents, reconcile the priors, and store the priors in VistA Imaging and VISN 15 s current Commercial PACS. 5. System shall be configured so that data sent between VA Community Partners and the VA is sent through a secure conduit using a Federal Information Processing Standards (FIPS) 140-2 validated connection with the data is not stored or processed in a cloud or hosted environment. REQUIREMENTS Description Quantity Community Image Sharing Project deploys a network that gives the VHA (VISN 15) the ability to bidirectionally exchange medical images and diagnostic reports with the community. 1 Support Services, Community Partner Engagement, Maintenance, and Training Agreement PERIOD OF PERFORMANCE TBD RESPONSES In response to this sources sought, please provided: Name of the firm, point of contact, phone number, email address, Unique Entity ID number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. VA anticipates awarding the task order or contract to only one responsive, responsible contractor.
