- Description
- The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to WEBMD HEALTH CORP. In the United States, prostate cancer is the most common cancer in men among reportable cancers and is the second leading cancer-related cause of death. Prostate cancer ranges from a non-aggressive, slow-growing disease that may not require treatment to an aggressive, fast-growing disease that does. Prostate cancer requires men to make difficult decisions about screening and treatment. Clinical opinions may vary on the potential benefits of screening with a prostate-specific antigen (PSA) test compared with the potential for harms such as false positives, overdiagnosis, and overtreatment. Similarly, if a man is newly diagnosed with localized prostate cancer, clinical recommendations may vary regarding optimal treatment. CDC, with the National Association of Chronic Disease Directors (NACDD) and Kognito LLC (Kognito.com) built two educational modules for educating providers on how to promote shared decision-making for prostate cancer screening and treatment decisions with their patients. These modules are available here: Talk to Nathan about Prostate Cancer | CDC. These provider modules also link to Medscape.com, who provides Continuing Medical Education (CME) for these two modules. CME is important for medical providers to maintain their certification and encourage further use of these modules. The two modules (also linked from the above website) are found here: 1. Prostate cancer screening: Talk to Someone: Explore Talking to Patients About Prostate Cancer Screening (medscape.org) 2. Prostate cancer treatment: Talk to Someone: Explore Talking to Patients About Prostate Cancer Treatment (medscape.org) Medscape.com is a website that providers can access with a free registration that provides a variety of education and CME materials. For this product, the CME questions were developed with the CDC and Kognito LLC teams that created the Talk to Nathan educational simulations. The CME is granted in partnership with the University of Arizona College of Medicine. Both CME modules were released on 7/13/21 and expire 7/31/23. Since July, 2021, users of Medscape have been able to access this CME activity (for free) and receive CME credit upon completion of the activity. The purpose of this contract is to continue placement of two prostate cancer CME modules onMedscape.com for one final year (8/1/23 to 7/31/24). These services are being provided now under a different contract mechanism, and this PR is to continue services after the expiration of the current contract mechanism. The objective is to: Provide funding to maintain these two modules for CME credit on the Medscape website for 1 additional year. The performance objectives will be to continue to maintain access to the CME questions on the Medscape website, continue to produce CME certificates for users that complete the CME activity, and produce a web metric report that lists the number of users during the contract period. A sole source contract is being sought to continue web hosting activities on the Medscape.com website, which is continuation of an activity that is currently being provided on a contract with adifferent mechanism. The activity is specifically designed and only can be hosted at Medscape.com and could not be transferred in this form to a different website. No othercontractor could maintain the continuity of the product. This CME activity was specificallydesigned by Medscape (in partnership with Kognito LLC) and can only be hosted on theMedscape.com website. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at qsx8@cdc.gov by COB 5, June 15, 2023.
