- Special Notice Special Notice Page 2 of 2 *= Required Field Special Notice Page 1 of 2 Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, Veterans Health Administration, VISN 7 Contracting Activity intends to negotiate a sole source contract under FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, with vendor Excelsior Ambulance Service Inc, under the authority of 38 U.S. Code ยง 8127, located at 40 East Academy Street, Suite 979, Ludowici, GA 31316. The associated NAICS code for this is 621910 with a size standard of $22.5 Million. Description of equipment requirements: This procurement includes nonpersonal services to provide non-emergency ambulance ground transportation services for the Ralph H. Johnson VA Medical Center and surrounding Community-Based Outpatient Clinics (CBOC) located in and around Charleston, SC for a period of six (6) months. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. A firm-fixed price purchase order from is contemplated. The Government's has determined that only the proposed vendor possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only Excelsior Ambulance Services Inc, a SDVOSB. This notice of intent to sole source is not a solicitation (request for competitive quotes). No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and must be sent via email.
