- The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), the Division of Cancer Control and Population Sciences (DCCPS), plans to procure, on a sole source basis, specialized software support to existing electronic pathology and radiology network that provides services to the SEER funded central cancer registries (https://seer.cancer.gov/registries/list.html)� to support their state regulated mandate� for capture of information on all cancer cases in an efficient manner that supports high quality data acquisition from: Inspirata Inc. One North Dale Mabry Hwy. Suite 600 Tampa, Florida 33609 The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 513210 and the business size standard is $47M. In 1996 Inspirata developed the E-Path software to automate cancer case-finding from pathology reports for CancerCare Ontario, extending the system to 58 hospitals. After successful tests in Los Angeles and New Mexico in 2001 and 2002, in September 2003 the SEER Program of the NCI awarded Artificial Intelligence in Medicine (AIM) Inc (acquired by Inspirata Inc. in 2018) a 5-year contract to install E-Path initially at 218 hospitals. SEER has since renewed and expanded the contract annually, with the current contract due to expire in September 2023. Today, the E-Path Network is deployed at over 293 hospitals and laboratories and processes approximately 15 million pathology, radiology and related clinical reports annually for SEER. As a result of the Market Research conducted, Inspirata, Inc. was determined to be the only source to have the capabilities and expertise to fulfill this requirement through their Software and Maintenance Version Upgrades (SMVU) E-Path and E-Path CNS software E-Path software. This notice is not a request for competitive quotations. However, if any interested party, especially a small business, believes it can meet the Government�s needs, it may submit a capability statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement. Responses to this notice shall be submitted via email to Contracting Officer, Mark Brady, at mark.brady@nih.gov no later than 03:00 P.M. EST on June 15, 2023. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. To receive an award, Contractors must be registered and have valid certification through SAM.GOV. Please reference the notice number HHS-NIH-NCI-NOI-SAB-0102-MB on all correspondence.
