ENVIRONMENTAL INSURANCE ADVISORY AND ASSISTANCE SERVICES for�THE AIR FORCE CIVIL ENGINEERING CENTER 1. AFCEC has a potential requirement for expert services to be provided to assist the USAF to evaluate, limit, and mitigate environmental risk and liability through developing technical requirements for, and/or the evaluation of Environmental Insurance (EI) policies acquired by a private company or local/state or other governing body, such as, a local redevelopment authority (LRA).� Support relating to AFCEC Directorates real property asset management responsibilities for properties owned, leased, or otherwise managed by the USAF. 2. Environmental Insurance service provided by the Contractor shall assist AFCEC: 1) facilitate the USAF's evaluation of draft El policies submitted by a remediation contractor, real property management company, commercial developer, LRA or other private or government institutions that proposes to add the USAF as an additional insured entity on its environmental insurance; 2) facilitate modifications to any existing EI policy or similar document sought by the USAF in the event the existing policy or document is considered unacceptable; 3) examine suitability for early transfer, or other supporting or similar documents with privatized cleanup in mind.� The Contractor shall support USAF interest by evaluating the sufficiency of EI policies to help anticipate, limit, indemnify, manage and reduce the overall environmental risks and liabilities to the USAF through developing technical requirements and by evaluating the draft EI policies, as presented to the USAF. 3. Contractor shall provide recommendations to USAF related to the following to ensure sufficiency of the insurance coverage to ensure protection against the risk of environmental claims that may result from proposed investigation and/or excavation and development of a site. USAF will make ultimate determination of sufficiency. Areas of consideration for sufficiency, may include: Support the review of EI policies to evaluate the sufficiency of the coverage and make necessary recommendations to USAF for ultimate approval. �The USAF will need to review the policies by an environmental insurance expert to evaluate the sufficiency of the coverage to ensure protection against the risk of environmental claims that may result from proposed investigation and/or excavation and development of a site.� Ensure proper coverage for all on-site cleanup costs of pre-existing pollutants.� Ensure all off-site cleanup costs are sufficient (costs related to pollutants that have migrated to neighboring properties and/or nearby waterways).� Coverage may also include assisting in finding alternatives to manage long-term risks and costs related to operation & maintenance, groundwater and surface water monitoring, and closure and post-closure plans or managing long-term risks against emerging contaminants, such as, but not limited to compounds found in the Aqueous Film Forming Foams (AFFF) family. Assess legal implications, as appropriate, concerning legal issues�with real property agreements, transfers, leases, deeds, and other documents relating to environmental and human health liabilities for approval by USAF. Provide proactive risk mitigation recommendations to USAF and recommend alternate EI solutions. Consult with USAF to address questions pertaining to environmental insurance. Assist USAF in reviews, comments, and discussions concerning EI polices, or other financial risk management approaches/tools. Assist the USAF in development of environmental insurance strategies. Assist the USAF in negotiating beneficial environmental insurance policies to decrease environmental liability. Assist and advise USAF in environmental insurance policy issues and/or claims/litigation arising from previously issued EI policies. Provide negotiation support and assistance to USAF in developing favorable environmental insurance policies to decrease the environmental liability to the Air Force or the development of other financial risk management agreement/approach in the absence of an USAF acceptable EI product. Assist the USAF in development of environmental insurance strategies and development of a model EI policy. Assist and advise in environmental insurance policy surveillance issues. Perform paralegal support such as drafting legal documents for USAF approval, analyze records and files, make recommendations to USAF�� Contractor must be insurance broker to interface directly with environmental insurance companies.� 4. Place of performance is anticipated to be fully remote with travel 1-2 times per year.�
