- Description
- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL), Paint Technology Technical Center of Expertise (PTCx) in Champaign, Illinois intends to award a contract on a sole source basis to Keyence Corporation upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CERL intends to procure a measurement system that can provide 3D and measurement information of samples on a wide scale of size (millimeters to multiple meters).� The PTCx wants to execute 3D scanning of samples within the lab and the ability to use coordinate measuring systems for larger samples in both indoor and outdoor environments. Indoor requirements do not require the ability to measure as large of objects as the outdoor requirements. Because scanning, indoor, and outdoor requirements can be isolated, it is reasonable that all the requirements are met with more than one piece of equipment but no more than 3 identified by each of last 3 sections of requirements below, but all including the first set of requirements. Requirements for ALL EQUIPMENT listed below All software (developed by the manufacturer) required to operate the equipment All ancillary electrical components required to operate the equipment Software must be in house developed with a lifetime license and lifetime upgrades included in cost Onsite training for three (3) personnel for one (1) day for each unit Warranty: Lifetime support and repair of equipment; if repairs require downtime exceeding fourteen (14) days, provide temporary replacement during repair period Lifetime updates to software 3D Scanning Requirements For In Lab Analysis Must Execute/Include: Not handheld Achieve 3D scanning via non contact Markers, stickers, tags, etc are not required for 3D imaging 10 micron accuracy or better 2 micron precision or better Includes ISO and NIST certificates with traceability records Automated, 500 mm rotating stage, 360 degrees with 1 (or less) degree increment movement and at least 110 lb stage load capacity A minimum temperature range and relative humidity function of 59-86 oF, 20-80RH Does not require ambient light Supplied with calibration supplies to execute calibrations in house Auto recognizes the size of the object and adjusts scale.� Stage automatically moves to capture full object Can scan multiple objects on the stage.� Resulting data can be separated and saved individually QUATTRO lenses Integrated camera and stage Die cast body Captures color information via red blue and greed LEDs 4 or more megapixel CMOS camera High and low magnification, built-in lenses Calibration certification, inspection report and traceability diagram included Includes internal and working standard Visualizes changes in thickness and color Can change data to x,y,z coordinate system 3D Measurements from any orientation Software, in addition to the above, includes Automated data clean up Ability to combine unlimited, multiple scans Feature recognition GD&T measurements CAD Comparison capabilities CAD alignment for Best Fit, 3 feature alignment with best fit, and datum alignment Export to STL and point could data Can create virtual cross sections at specified values Indoor Coordinate Measuring Requirements Must Execute/Include the following: Measurements are executed using a hand help probe that communicates to a base. The 3D Scanner CMM VL, XM Handheld Probe CMM and the WM wide area CMM manufactured by Keyence Corporation are the only units that meet the requirements of the Federal Government. Due to the specific nature of the requested equipment, Keyence Corporation is the sole source authorized to fulfill the Government�s requirement. The associated North American Industry Classification System (NAICS) code is 334519, Other Measuring and Controlling Device Manufacturing, which has a size standard of 600 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, 7 June 2023 to kasey.t.davis@usace.army.mil and CHL-CT-QUOTES@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
