- Introduction In accordance with FAA Acquisition Management System Section 3.2.1.2.1, the FAA is posting the Request for Information to identify interested parties that possess the facilities, equipment, personnel resources as well as the technical data and expertise necessary to perform fuel testing services as follows: The FAA�s Piston Aviation Fuels Initiative and the Eliminate Aviation Gasoline Lead Emissions programs seek to identify and authorize replacements for current 100 octane low lead (100LL) aviation gasoline, the only remaining transportation fuel in the US that still contains lead additives. In support of these programs, the FAA is actively engaged in fuel testing research using aircraft engine test cells. Interested parties must be able to provide all labor, equipment, materials, supplies, and consumables including the 100LL candidate Afton/Phillips 66 fuel required to perform performance and detonation engine test cell testing on the Lycoming TIO-540-J2BD Engine. 2. Incumbent Contractor: �Although there has been no prior contract issued for this effort, Lycoming Engines in collaboration with the FAA, has participated in the testing of PAFI candidate fuels on their TIO-540-J2BD Engine. 3. Nature of Competition: The acquisition strategy for the procurement has not been determine at this time 4. General Information This is not a Screening Information Request of Request for Proposals of any kind; The FAA is not seeking or accepting unsolicited proposals; The FAA will not pay for any information received or costs incurred in preparing the response to the market survey;� Any costs associated with the market survey submittal is solely at the interested vendor�s expense. 5. Submittal Requirements: Capability Statement demonstrating that your firm possesses the facilities, technical data, and expertise required to perform the Lycoming engine test cell testing. Business Size (Large or Small). If small please indicate if your firm is A Socially and Economically Disadvantaged Small Business (8(a) Certified), Service-Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone Small Business, Women Owned Small Business, and/or Economically Disadvantaged Women-Owned Small Business. The submitted Capability Statement is LIMITED TO 7 PAGES and must be presented in Microsoft word in size 12 Times New Roman text. 6. Delivery of Submittals: All submittals in response to this market survey must be received by 05:00 pm EDT 07 June 2023. Send response via email to maria.j.wells@faa.gov 7.
