- The Department of Veterans Affairs, Veterans Benefits Administration has a requirement to expand its Housing and Native American loan program budget models data arrays and formulas to produce actual or projected loan cash flows for up to 50 years and standardize the formulas for recoveries on VA loan guarantee mortgage claims. This will require an expansion of hundreds of existing model data array lengths from at least 31 years to a maximum of 50 years while updating the VBA Excel and RStudio script coding required to execute these estimates. The purpose of this notice is to conduct market research to identify firms with the requisite capability and experience to provide the required services briefly described above. If interested, then please email Contracting Officer Gregory Stevens (gregory.stevens@va.gov) with the following information: Name of firm and point of contact Brief (no more than two pages) explanation of firm s capability to deliver these services including: Evidence of your firm s ability and experience building complex cash flow models and Excel spreadsheet reports for Federal loan programs to use for Federal budget formulation in accordance with the OMB Circular No. A-11. Evidence of your firm s ability and experience writing Excel VBA code to automate the interchange between complex Federal loan subsidy cash flow models in Excel spreadsheets and related Excel spreadsheet and the Credit Subsidy Calculator (CSC) from OMB for Federal loan programs. List and description (no more than one page) of similar projects recently (within the last 5 years) completed by your firm Your firm s socioeconomic status (i.e. Service-disabled, veteran owned small business, veteran owned small business, small business, large business, etc.) If your firm offers this service on a GSA Schedule contract, please include your schedule contract number
