REQUEST FOR INFORMATION (RFI) NASA-GSFC- Laser Interferometer Space Antenna (LISA)/Optical Telescope Assemble (OTA) THIS IS *NOT* A REQUEST FOR PROPOSAL, QUOTATION, OR INVITATION TO BID NOTICE. This Request for Information (RFI) is open to all companies that meet all the requirements/specifications of the Statement of Work, Attachment (A).� This RFI is issued solely for market research information and planning purposes only and does not constitute a solicitation. Responses will be treated as information only and will not be used as a proposal. The information submitted in response to this RFI may be used to help the Government further define its requirements.� In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to make an award based on this RFI.� Therefore, this RFI is not to be construed as a commitment by the Government to enter a contract, nor will the Government pay for information provided in response to this RFI. The NASA/GSFC Laser Interferometer Space Antenna (LISA) mission is considering a company that can design, fabricate, align, test, verify per approved plan and deliver six flight and two flight spare telescopes and provide post-delivery support for both the observatory integration and test programs for the LISA mission.� A design reference concept has been created by the government to demonstrate feasibility (LISA Telescope Reference Design) however, the contractor can define their own design concept that meets LISA telescope requirements. Design details, models, and analysis shall be provided to compare against requirements and tolerances for the LISA mission. Include specifics regarding small business utilization and opportunities. Any interested offerors/vendors having the required specialized capabilities to meet the requirement should submit a capability statement of 30 pages or less (including attachments) indicating the ability to perform all aspects of the effort described herein. It is insufficient to provide only general brochures or generic information. NASA is seeking capabilities from all categories for the purpose of determining the appropriate level of competition for this requirement. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in SAM.GOV and on the NASA Acquisition Internet Service. It is the potential offeror�s responsibility to monitor these sites for the release of any solicitation or synopsis. If NASA decides to compete this requirement, the competitive procurement process is expected to begin around September 2023 with a selection around October 2024. These dates are for planning only and could be sooner or later than described.� All costs associated with responding to this RFI will be solely at the responding party�s expense. �Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Proprietary information will be safeguarded in accordance with the applicable Government regulations.� Proprietary information or trade secrets shall be clearly identified. Interested firms are requested to submit their capability statements to Mr. Christopher King, NASA/GSFC, Mail Code 177.1, Greenbelt MD 20771, e-mail: Christopher.w.king@nasa.gov no later than June 9, 2023.� Documents, comments, and questions may be forwarded to Christopher King via electronic transmission no later than May 23, 2023.� In addition, copies of all documents shall also be forwarded to Terence Doiron, NASA/GSFC, Mail Code 440, Greenbelt, MD 20771, e-mail: Terence.a.doiron@nasa.gov.� When responding reference, the solicitation number above: 80GSFC23440RFI This pre-solicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.� Respondents will not be notified of the results.
