- Notice of Intent to Sole Source to�Mission Critical Partners The National Institutes of Health (NIH) intends to award a Firm-Fixed Price purchase order to Mission Critical Partners. In accordance with FAR Part 6.302-1, the Contractor is the only known responsible source who can provide the services for the requirement as described below. The purpose of this notice is to inform the public that the National Institutes of Health, Office of the Director, Office of Research Services intends to issue a purchase order on a sole source basis to Mission Critical Partners (MCP) for professional services.� The Office of Research Services has a requirement to update and/or develop Emergency Communications Center�s (ECC) operational policies/ procedures, quality assurance, and training, increasing operational efficacy, standardizing ECC operations, and elevating the overall quality of emergency response services provided to NIH.� MCP was commissioned for a high-level assessment of its ECC organizational structure, operational configuration, staffing, training, quality assurance, leadership, performance management, and technology. The assessment was completed with recommendations to reorganize the ECC under the Division of Emergency Management (DEM).� In response to the recommendations provided by MCP in their assessment of the NIH ECC, a reorganization moved the ECC from the Division of Police to the DEM. ��DEM wants to leverage change management principles to build on the momentum of the reorganization to prevent outdated operational approaches from becoming entrenched in the newly formed branch.� MCP�s assessment served as preliminary work towards the goal of overhaul and restoration of ECC�s operational integrity.� DEM intends to acquire further support from MCP to establish and implement the improvements recommended in the assessment.� This notice is not a request for competitive quotes.� However, any party that believes it can satisfy the requirements as stated herein may submit a written capability statement that clearly supports its ability to provide the service. It is anticipated that an award will be issued within seven (7) days after the date of this notice unless the Government determines that another organization has the capability to meet this requirement.
