- Title The Olink� Signature Q100 system for the Critical Care Medicine Department (CCMD) Product Service Code: 6640 NAICS Code: 334516 Place of Performance: Bethesda, MD 20892 POTS: 23-005903 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to Olink Proteomics Inc. 130 Turner St. Building 2, Suite 230 Waltham, MA 02453 on a sole source basis for the procurement of the Olink� Signature Q100 system needed by the Critical Care Medicine Department (CCMD) at the NIH Clinical Center (CC). The CCMD conducts active research programs in bedside clinical investigations, research in animal models, and molecular biology. The purpose of this requirement is to acquire the Olink� Signature Q100 system. CCMD research labs has utilized the Olink platform frequently over the past two years to assess changes in circulating or lung lavage proteins following infection of coronavirus in a mouse at pneumonia level. It allows the use of very small sample volumes which is ideal for small animal projects where sample volumes are limited. Olink Proteomics Inc. is the sole proprietor of the system and accessories. The Olink� Signature Q100 system will include a one-year warranty, hands on training and certified installation. Having access to the system will reduce cost and maximize options related to various studies. In order to protect the integrity and outcome of the research, it is imperative to remain consistent. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Tasha Lowe, Contract Specialist, lowet2@mail.nih.gov by the due date June 8, 2023 and time marked in this notice.
