Description
The 410th Contract Support Brigade - Regional Contracting Office (RCO) Miami and United States Southern Command (SOUTHCOM) has a requirement in support of SOUTHCOM�s mission to procure a firm-fixed price contract action consisting of support services for the J4 Directorate of SOUTHCOM.� The Government is seeking information from 8(a) vendors only that can meet the requirements set forth herein. The RCO-Miami contracting office is working diligently to gain insight and market research in hopes of developing an acquisition strategy and planning process required for DoD Army Acquisitions which will be in the best interest of both the Government and Industry for a competitive acquisition. Input from industry is instrumental in gaining perspective on what capabilities are inherent within an industry and critical in developing an acquisition strategy associated with this requirement. Please note the attached PWS is in DRAFT form and may change should a requirement be developed and solicited to industry.� Only the final request for proposal and associated documents including finalized PWS�s should be used as official guides for proposal submission. This source sought notice is issued solely for informational, market research, and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential respondent's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information or costs incurred by a contractor that chooses to participate in the Sources Sought Notice. Respondents are solely responsible for all expenses associated with responding to this source sought notice or any subsequent notices relating to this requirement. Interested 8(a) vendors only responding to this Sources Sought Notice shall provide capability information for this requirement in its entirety. Respondents will not be notified of any results derived from a review of the information provided; however, information gathered may be utilized for technical and strategic acquisition purposes. Responses to this Sources Sought Notice is requested of 8(a) vendors currently involved in the marketplace where these services and or products are commercially available and in production. Basic Scope and Background of this Requirement: Background:� SOUTHCOM is a unified combatant command of the U.S. Department of Defense.� It is responsible for contingency planning, operations, and security cooperation in the SOUTHCOM Area of Responsibility (AOR) which includes South America, Central America, and the Caribbean. �As with all SOUTHCOM Directorates, the SCJ4 Logistics Directorate is heavily dependent on the use of Information Technology (IT) systems such as SharePoint, MS Teams, OneNote, etc. to create workflows and manage information during both steady state and crisis operations. Key to logistics operations at the combatant command level is synchronization of stakeholders within the Joint Sustainment Enterprise (JSEnt). This includes SCJ4 Logistics (Supply, Maintenance, Logistics Services, Engineering, Deployment and Distribution and Operational Contract Support), Command Surgeon, SCJ1 Personnel Services, SCJ8 Resources and the Chaplain. This synchronization occurs through conducting meetings and maximizing the use of collaborative tools (i.e., SharePoint, MS Teams, OneNote, virtual rooms, etc.) on the NIPR, SIPR and CENTRIX domains. Effective IT management enables synchronization, builds situational awareness, and works to reduce the tyranny of turnover and increases staff speed of relevancy. Past lessons learned clearly identify the requirement for the SCJ4 Directorate to employ a dedicated/embedded, full-time LOG IT Specialist to provide timely and quality directorate, team, and one-on-one support to members of our workforce. Additionally, there is a requirement to support and enforce USSOUTHCOM knowledge management policies and requirements and to develop and enable our workforce members to manage a Logistics Common Operation Picture (LOGCOP) to provide timely and accurate logistics information to USSOUTHCOM Leadership to support decision making. Current COP systems used in the various domains are ADVANA, Maven, RAPIDS, etc. SCJ4 supports the SOUTHCOM mission through monitoring and maintaining logistics processes and by providing subject matter experts who participate in conferences and joint planning groups. J4 is further divided into the following divisions: The SCJ42 Plans, Exercises & Multinational Logistics (PEML) develops comprehensive logistics plans and annexes, provides logistical subject matter expertise to B2C2WGs, oversees Operational Contract Support planning, and provide logistics exercise support planning to achieve the command�s mission and objectives.� The SCJ43 Mobility Division synchronizes and integrates strategic, operational, and tactical transportation resources to meet operational requirements and extend the operational reach of the SCJ4 and SOUTHCOM Commander. The SCJ44 Sustainment Division provides logistics policy guidance, direction and negotiates international logistics agreements to achieve theater campaign and posture objectives. The SCJ45 plans, synchronizes, and resources strategic joint/combined engineer policies, programs, and operations to achieve theater campaign and posture objectives. The Joint Logistics Operations Center (JLOC) monitors the execution of logistics (Deployment and Distribution, Supply, Maintenance, Logistics Services, Operational Contract Support and Engineering) in support of exercises and contingencies. the management of the Geographic Combatant Commander�s security cooperation activities in the USSOUTHCOM Area of Responsibility (AOR). It is designed as the program of record for the support of planning, de-confliction, scheduling and management of security cooperation events and activities, which have the goal to promote regional security and to build partner nation capacity through engagement activities. This command conducts on average 1400 unique events and activities annually with numerous changes throughout the year. Theater Engagement Dashboard (TED), Command and Control of the Information Environment (C2IE) and SOCIUM has been developed and maintained as an application used for the validation, visualization, and tailored reporting requirements of USSOUTHCOM�s Theater Security Cooperation (TSC) events. The contractor shall provide support to USSOUTHCOM's mission as outlined in this Performance Work Statement (PWS). Scope: The Contractor shall provide non-personal services that include database management of the SCJ4 portals with training to SCJ4 personnel.� Projected performance location is 9301 NW 33rd Street, Doral Florida 33172.
