The purpose of this Notice is two-fold: To provide advanced notice to industry of the Government s intention to begin requirements development for the next VHA Integrated Healthcare Transformation (IHT) Indefinite-Delivery Indefinite Quantity (IDIQ) contract (IHT 2.0 or similar nomenclature); and To provide notice of the Government s intention to increase the maximum contract amount on the current IHT IDIQ contracts IHT Contracts include 36C10X20D0002, 36C10X20D0003, 36C10X20D0004, 36C10X20D0005, 36C10X20D0006, and 36C10X20D0007. to enable order competition and placement for one year from date of the modification to increase the ceiling. Next IHT IDIQ Contract (IHT 2.0 or similar) The VHA Integrated Healthcare Transformation IDIQ contract was awarded on April 1, 2020, with a period of performance that included a base period (April 1, 2020 March 31, 2025) and one option period (April 1, 2025 March 31, 2030). Due to high utilization by VHA Programs responding to COVID-19, the Presidential Transition, and myriad legislation passed since IHT s inception, the contract has nearly hit its original maximum contract value in fewer than 3 years. As a result, VA intends to take urgent action now and increase the current contract maximum value by $450M to allow Task Order competitions to continue until the next IDIQ is solicited and awarded (1-year maximum ordering permitted under the approved Justification and Approval). Concurrently, VA will develop follow-on IDIQ requirements, then release the solicitation, conduct evaluations, and make awards for the next IDIQ contract. While VA originally anticipated that the next contract would be competed in 2028-2029, Industry (SDVOSBs with teaming partners) will now compete for the next IHT contract this year. Over the next few months, the Government will begin industry outreach to include industry days, requests for information, and presolicitation conferences to lay the foundation for high quality proposals from mature and viable SDVOSBs and their teams. This next contract will include a maximum contract value higher than the original IHT contracts given the utilization and value added under the original contracts but will retain the elements of team-based structure (led by mature SDVOSB Primes) and broad capabilities crossing 36 (or more) areas. Current IHT IDIQ- In conjunction with acquisition requirements development and solicitation of the next IHT contract (IHT 2.0 or similar), VA intends to modify the current IHT contracts to increase the contract maximum value enabling Task Order competitions for one year (coinciding with year four of the original base period). To bridge the time necessary to compete and award the next IHT IDIQ contract, VA will modify the current contracts to increase the IHT maximum contract value by $450 Million, supported by an approved Class Justification under FAR 6.302-2 based on urgent and compelling circumstances. Completing the modification will ensure VHA Program requirement task order support for 1-year from effective date of contract modifications, or until such time that the increase to the maximum contract value is consumed (if less than 1-year). Current awarded task orders will run through completion with a seamless transition of Task Order requirements to the next IHT contract (IHT 2.0 or similar) awardees.
