- The National Institutes of Health (NIH) Small Business Program Office serves as a counsel and advocate for small businesses at the NIH and represents NIH to the small business industry. FUNCTIONS Provides technical assistance to the NIH acquisition community. Represents NIH at various small business outreach events. Advises the NIH Head of the Contracting Activity (HCA) on small business matters relating to the NIH. Promotes the use of Small and Disadvantaged (SDB), Women-Owned (WOSB), Historically Under-Utilized Business Zone (HUBZone) and Service-Disabled Veteran-Owned (SBVOSB) Small Businesses for NIH contract awards Supports the utilization of Historically Black Colleges and Universities (HBCUs) and Minority Serving Institutions (MSIs) for NIH contract and grant awards. Participates in training, counseling sessions, and industry day events.� Additionally, housed in the Small Business Program Office are the following Initiatives, the Path to Excellence and Innovation (PEI 2.0) Initiative and the NIH HUBZone Consortium.�The PEI Initiative is a tremendous opportunity for the National Institutes of Health to work more collaboratively with Historically Black Colleges and Universities. The mission of the PEI Initiative is to empower HBCUs with the knowledge, resources, and skills they need to effectively and consistently compete for and win contracts from the National Institutes of Health and thereby diversify revenue streams and create more research opportunities for those academic institutions. While the NIH HUBZone Consortium is committed to developing a common understanding of the capabilities that HUBZone firms can offer to achieve the NIH�s mission of enhancing the health of all Americans. Please refer below for a listing of outreach activities for FY2023.� NIH HUBZone Industry Day This year's theme is Breaking the Barrier: Strengthening Relationships with HUBZones at the NIH. The goal of the event is to facilitate meaningful conversations in order to strengthen relationships with HUBZones and the NIH HUBZone goal. The event will take place on June 14, 2023, from 8:30 am to 3:30 pm. Registration check-in will begin at 7:30 am. The event is located at the NIH Natcher Conference Center. Additionally, Industry Day will feature a matchmaking session from 1:00 pm to 3:30 pm.�Each Institute and Center (ICs) will be assigned on a first-come, first-serve basis. Only 1 person from your business should request to participate in the matchmaking session.�Please be sure to indicate your top three NIH ICs that you would like to schedule a matchmaking session with. Each session will be 15 minutes. Please note, you will receive confirmation of your matchmaking time slot(s) on June 12th from the NIH small business mailbox. Please note: Registration will close on June 9, 2023, or once capacity reaches 500. Acquisition Support for NIH HBCU Path to Excellence and Innovation (NIH HBCU PEI) IDIQ:� The Office of Logistics, Acquisition Operations (OLAO) Office of Acquisitions (OA) will be hosting a pre-solicitation conference on April 18, 2023, from 10:00 am to 12:00 pm. The Office of Acquisition, Logistics Management (OALM), intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract in support of the National Institutes of Health (NIH), Historically Black Colleges and Universities (HBCU), Pathways to Excellence and Innovation (PEI) program, for a period of performance, is a 12-month base period and four (4) 12 months option periods. The anticipated award date is June 2023. Below is the listing of the Acquisition Team. FNL works at the forefront of basic, translational,�and clinical science with a focus on cancer, AIDS,�and infectious disease. We operate in the public interest as a shared?national?resource and collaborate with public and private partners to discover�and�innovate�to improve human health. U.S. biomedical investigators rely on the Frederick National Laboratory to further their research goals. We offer access to a suite of advanced biomedical technologies, provide selected science and technology services, and maintain vast repositories of materials�for use by the research community.� October 2022 Vendor Outreach Engagement: This month's session will highlight the National Institute of Environmental Health Sciences (NIEHS).�The mission of NIEHS is to discover how the environment affects people to promote healthier lives. The studies conducted at NIEHS are often long-term and high-risk in nature and involve unique components, such as epidemiological studies of environmentally associated diseases, toxicological testing of environmental substances, and intervention and prevention studies to reduce the effects of exposures to hazardous environments.
