- Description
- The Nonproliferation and Disarmament Fund (NDF) seeks to provide for the continued maintenance and operation of its Project Information Management System (PIMS). PIMS provides NDF the capability to maintain a proper database of information to correlate with the Departments Global Financial Management System (GFMS) and the necessary technology needed for continued success in the fulfillment of the NDFs mission. PIMS was developed for the NDF to track funding and acquire additional reporting capabilities that are not available in the Department of States GFMS system. PIMS is a Software as a service (SaaS) application, which runs on the cloud-based Salesforce platform. Access to PIMS is available 24 hours per day year-round from any location with an internet connection. It is a custom application, which was designed to provide project and financial information to NDF Management, Project Managers, Contracting Team, and Finance Team. PIMS is a reporting, record-keeping tool used for efficient storage of project and financial records. The perspective awardee must have proven experience working on the Salesforce platform. The PIMS application employs the use of several features and tools on its platform. The tools used to create PIMS included Custom Objects, Process Automation, Lightning App builder, AppExchange, customizable Reports Dashboards and Lightning Console. The other essential qualification for a contractor is historical and institutional knowledge of the State Departments financial system (GFMS). The GFMS system has gone through many enhancements to improve its functionality and is the official system of record to track all funding. The PIMS system is a tool that helps the NDF project managers track funding to specific projects on a more finite basis. The contractor would have to understand the correlation of the two systems and the financial codes the State Department uses to identify actions. The Government is seeking potential small business participation with or without GSA scheduleFederal Supply Schedule (GSA) IT 70 and GSA Multiple Award Schedules (MAS) Program for IT Cloud Computing/Cloud Related IT Professional Services, Special Item Number (SIN) 518210C. The Government anticipate releasing the solicitation in mid-June 2023, please see the attached draft solicitation regarding the overall requirement and evaluation criteria. This solicitation is unlikely to change in its current draft form and highly encourage potential offerors to prepare proposals since the Government is unlikely to extend the proposal due date to meet an award date of late August. Proposal preparation cost are at contractor expense and non-reimbursable.
