Description
PRE-SOLICITATION NOTICE The Food and Drug Administration has a requirement for renovation of Buildings 26 and 50 Roof Replacements located at the U.S. Food and Drug Administration, National Center for Toxicological Research, 3900 NCTR Road, Jefferson, Arkansas 72079. Renovation of Buildings 26 and 50 Roof Replacements is anticipated to include:� Install two-ply bituminous roof system for Bldg. 26& 50 shall be performed based on construction documents. Scope: Under this project following work shall be performed: 1.�� �Entirely remove existing roof down to existing steel deck, including membrane, flashings, cover board and insulation. Inspect condition of metal deck. Replace deck with new deck of matching profile where deteriorated. Refer to unit prices in specifications 2.�� �Generally, the scope of work will require a new modified bitumen roof system. Including tapered polyiso insulation average R20, Densdeck or equal cover board, and base and cap sheets as specified. Refer to same specification section for type of materials, fasteners, and flashings required. 3.�� �Replace existing roof scuppers. Reflash per details. 4.�� �Replace all existing prefinished parapet copings-typical match existing profile. Submittals required. 5.�� �Replace all existing prefinished parapet copings typical. Color to be selected by Owner from manufacturer�s standard color line. 6.�� �Reflash all existing rooftop equipment, existing smoke vents and VRT�s Refer to roof details and keyed notes. 7.�� �Temporarily raise any existing rooftop equipment, piping, skylights, conduits, etc, and associated supports as required to accomplish roof tear-off & roof installation. Reinstall and provide new supports as noted. 8.�� �Provide crickets at �� per foot slope where required for positive drainage. Submit a proposed drainage layout for approval prior to commencement. Report any concerns to � Architect. 9.�� �Provide walkway pads where indicated. Coordinate walkway pad routes with Owner. 10.�� �The Contractor is fully responsible for the means and methods of demolition and the safety of the existing structure. 11.�� �Coordinate any electrical shutdowns which might be necessary with Owner in advance. 12.�� �Coordinate staging of cranes and other lifting equipment with Owner in advance. 13.�� �Only tear-off existing roofing in quantities as can be weatherproofed the same day. Schedule installation applications so that no partially completed section of roof are left exposed at the end of the workday. 14.�� �Protect adjacent exterior material to remain during demolition. 15.�� �Every Effort has been made to generally identify existing flashing condition and penetrations-Roof scuppers, vtr�s, RTU�s and pipe penetrations, any rooftop item not specifically identified are to be flashed per similar detail and notes and per MFR�s recommendations. Contractor is responsible for quantities. 16.�� �Contractor is to verify existing conditions, dimensions, and quantities. 17.�� �INSTALL NEW MODIFIED BITUMEN ROOF SYSTEM PER DETAILS, ASSEMBLY AS FOLLOWS: A.�� �Existing deck. B.�� �High performance, heavy duty base sheet (torched to primed deck). C.�� �Adhesive layer applied to base sheet. D.�� �2� polyiso rigid insulation set in adhesive. E.�� �Adhesive layer applied to iso board. F.�� ��� Densdeck or equal cover board set in adhesive. G.�� �High performance mod bit base sheet torched to densdeck. H.�� �Granulated Cap sheet torched to base sheet. 18.�� �Existing gutters and downspouts are to be replaced with new. Install per details and to accommodate new increased thickness of roof system. Provide new prefinished aluminum edge flashed into roof and extending behind gutter. Match existing color. Color to be selected from MRF�s standard color line. Submittals and samples required. 19.�� �Reflash parapets, metal round flues, VTR�s, pipe and conduit penetrations, rooftop anchors, built-in ladder supports, and other misc. Rooftop items Refer to roof details. Reuse existing splash pans at downspout discharge. Provide extra cap sheet member below splash pans. 20.�� �Temporarily raise existing rooftop conduits and associated rubber and/or wood supports as required to accomplish roof tear-off and roof installation. Remove all wood supports at conduit and piping and provide new Dura-Block type supports at conduit and piping and provide new dura-block type supports. Reinstall conduits and piping after new roof is�installed. 21.�� �Provide crickets at �� per foot slope where required. 22.�� �The Contractor is full responsible for the means and methods of demolitions and the safety of the existing structure. 23.�� �Coordinate any electrical shutdowns which might be necessary with Owner in advance. Coordinate staging of cranes and other lifting equipment with Owner in advance. Exercise extreme caution to protect adjacent exterior material to remain during demolition and new installation. 24.�� �Tear-off existing roofing in quantities as can be weatherproofed the same day. Schedule installation application so that no partially completed sections of roof are left exposed at the end of the workday. 25.�� �Every effort has been made to identify and show existing flashing conditions and penetrations Roof drains, VTR�s, Masonry Flues, round or square galv. Flues, Tie-off anchors, and pipe penetrations. Any rooftop items not shown are to remain and will be flashed per similar details and notes. 26.�� �Contractor is to verify existing conditions, dimensions, and quantities. The Government intends to award a Firm Fixed-Price contract. This acquisition is 100% set-aside for HUBZone small business concerns. The applicable North American Industry Classification System (NAICS) code is 236220 - Commercial and Institutional Building Construction and the Small Business Size Standard is $45.0 Million.� The estimated period of performance is 365 calendar days after issuance of the Notice to Proceed. The Magnitude of construction is between $1,000,000 and $5,000,000. The anticipated release date of the RFP is on or about June 16, 2023.� The Solicitation, technical specifications and drawings will be posted to Contract Opportunities located at https://sam.gov/content/opportunities once released.� A site visit will be held for interested vendors in Jefferson, Arkansas approximately 14 days after release of the RFP. All responsible HUBZone small business concerns may submit a proposal, which shall be considered by the agency. Vendors are encouraged to sign up on the Interested Vendors List to receive automated notification from SAM.gov when changes are made to the posting; however, contractors are responsible to monitor this website for further information concerning this procurement. � �
