Description
Amendment 0002 issued to provide answers to questions submitted by interested contractors. Q1.� We would like clarification on the exterior work: outside of drilling additional weep holes in balcony flooring in areas that show signs of having ponding water, is there any additional exterior work? A1.� From the Statement of Work� 3.5� REQUISITE REPAIR WORK�General � Complete all repair work before intermediate coat of paint is applied unless indicated otherwise. Base Bid Items. Interior Coating System per specifications. Inspect and Adjust Windage rods and riser stay rods as needed, to withstand 100 mph winds blowing from any direction as required by AWWA D100-05. Clean and lubricate all moving parts of the liquid level indicator. Drill additional weep holes in balcony flooring in areas that show signs of having ponding water. Q2.� With scheduling the work such that the water tank will be out of operation the least amount possible, we would like to point out the Induron coating will take 7 days to cure and there are faster options. Please let us know if you would like to change to something different to assist in time constraints.������������������������������������������������������������������������������������������������������� A2.� While we are certainly interested in minimizing the down time of this tank, we have an alternate tank that will be in operation while this one is recoated.� That said,� Induron Coating Systems are the basis of our design and are preferred, but if you have a system that you would like to propose for consideration as an approved equal, please submit the necessary product information and direct comparison data to kevin.magee@usda.gov. Q3.� Will there be access to power and water at the site while performing the project? A3.� From the Statement of Work� 5.4 Temporary Facilities Temporary utilities of electricity and water will be furnished to the Contractor by the Government. Contractor is responsible for providing portable toilet facilities for contractors use.� Location to place facilities will be provided during pre-construction meeting. Q4.� Will the City of Stoneville require a local business license or any permits for the project? A4.� This water supply system is wholly owned and operated by the USDA and exclusively serves USDA and USDA partner/collaborator facilities.� No further permits are required from USDA. Q5.� Can we work 7 days a week? A5.� This water tower is within a secure, fenced USDA compound.� The contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. with the exception of Federal Government holidays.� Any proposed deviations to work schedule shall be submitted to Contacting Officer for written approval prior to granting a schedule change.� Bids should based on the schedule above, however this may be revisited on a case by case basis during execution of the project if USDA personnel are available to grant access and monitor work. Q6.� Can you provide a copy of the inspection report? A6.� Yes.� A copy of the latest inspection report will be available on the SAM.gov site for this solicitation. Q7.� What is the height of the tank? A7.� Approximately 150� Q8.� Can you confirm what wage rate is to be used from the wage rates provided in the documents?� The only painter rate is occupation code 23760.� Is this the correct rate? A8.� Please see Wage Determination No.: 2015-5161 Revision No.: 23 attachment in solicitation posting that includes project location county, Washington county. Q9.� How soon after the bid date will the project be awarded since the contractor is to be one site from June 12th through September 11th? A9.� As soon as possible after all quotations received are evaluated.� Period of performance dates may be adjusted depending on date award is issued. Q10.� Who will be inspecting the work? A10.� USDA will secure the services of a professional inspector who regularly performs inspections on projects of this type. Q11.� Please confirm seed and straw of the site will be acceptable for site restoration. A11.� I�m not sure what this is referring to.� If areas are disturbed to the point that it damages the turf and/or creates ruts, the contractor will be responsible for site grading and re-establishing growth and coverage of grass.� In this case Bermuda seed and straw would be appropriate. Q12.� Has the interior of the tank ever been brush sandblasted and overcoated?� If so, how many coats?� Provide as much detail about past project as possible. A12.� Please see the 2020 inspection report for film thickness questions.� I will look into the archives to see what further information exists.� I will update this Q&A document as information is found. �Our records show that this tank was originally installed in 2001 and only inspection work and sedimentation removal has been performed on the interior since that time.� The exterior has been recoated once. Q13.� Has interior of the tank ever been painted with 100% solids epoxy?� If so, what was the film thickness? A13.� Please see the 2020 inspection report for film type and thickness questions.� I will look into the archives to see what further information exists.� I will update this Q&A document as information is found.� Q14.� Can Tnemec paint products be used for this project instead of Induron? A14.� Tnemec is certainly a reputable manufacturer.� Please submit the proposed product information and direct comparison data to kevin.magee@usda.gov for consideration. This requirement is being solicited as a Total Small Business Set-Aside.� The North American Industry Classification System (NAICS) code is 221310 � Water Supply and Irrigation Systems.� The small business size standard is $41.0M.� Seeking Contractor to:� Shall furnish all labor, materials, and equipment required to perform interior surface preparation and apply a high-performance coating to the interior of a 200,000 gallon steel elevated water storage tank.� Work is to be performed in strict accordance as detailed in attached Statement of Work (SOW).
