Description
This executive summary highlights some of the important features of this DRAFT SOLICITATION. ATTENTION: The purpose of this DRAFT SOLICITATION is to make industry aware of the approach the Government is contemplating to use in its official solicitation for the XM919 Individual Assault Munition (IAM) requirement. This DRAFT SOLICITATION will help industry plan to prepare a formal proposal when the official solicitation is posted. It will also allow industry to formulate any questions that can be addressed by the Government during Industry Day #3 from 14-15 June 2023 (Notice ID: W15QKN23Z0W30). This DRAFT SOLICITATION is being provided for guidance and input only. The Government reserves the right, in its sole discretion, to modify any aspect of this DRAFT SOLICITATION or cancel issuance of the official solicitation. The Acquisition Strategy is still pending final internal approval by the Government. The Government currently anticipates issuing the official XM919 IAM solicitation in July 2023. DISCLAIMER: This DRAFT SOLICITATION is being provided for informational purposes only. This does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This DRAFT SOLICITATION does not commit the Government to contract for any supply or service. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals in response to this DRAFT SOLICITATION. No award will be made because of this DRAFT SOLICITATION. The Government reserves the right to reject, in whole, or in part, any private sector input that results from this DRAFT SOLICITATION. The Government will not pay for any proposal preparation or other costs incurred by contractors in response to this DRAFT SOLICITATION. The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Office of the Project Manager Close Combat Systems (PM CCS), anticipates a new requirement to manufacture, test, inspect, package, and deliver the XM919 IAM. The XM919 IAM system consists of the XM919 IAM tactical munition and training devices to include the XM922 Sub-Caliber Trainer, associated sub-Caliber Tracer Cartridge, Field Handling Trainer (FHT), and spare parts. The XM919 IAM tactical munition is a disposable, lightweight, single shot, multi-target, and Fire from Enclosure (FFE) capable Shoulder Launched Munition (SLM). The XM919 IAM is for combat units at the squad level, employed by an individual Soldier. Throughout this document, the XM919 IAM tactical munition will be referred to as the XM919 IAM. This procurement requires access to Controlled Unclassified Information (CUI), Privacy Act, or sensitive unclassified information. The Government intends to award a single five-year, Indefinite Delivery / Indefinite Quantity (IDIQ) production contract. Although Section B reflects FFP pricing, the anticipated contract award may be a hybrid contract type to include Fixed-Price Incentive Firm Target (FPIF) and Firm-Fixed-Priced (FFP). Cost incentives parameters are not included within this draft solicitation but will be provided in the official solicitation. Offerors may be required to provide other than certified cost and pricing data in accordance with FAR 52.215-20 and 252.215-7010. Before posting the official solicitation, the Government intends to review each CLIN and determine where a FPIF contract type is applicable and appropriate. The contract will consist of five 12-month ordering periods which commence on the date of contract award: �- Ordering Period 1: 12 months from the date of award �- Ordering Period 2: 12 months from the end of Ordering Period 1 �- Ordering Period 3: 12 months from the end of Ordering Period 2 �- Ordering Period 4: 12 months from the end of Ordering Period 3 �- Ordering Period 5: 12 months from the end of Ordering Period 4 The delivery schedule requirements will be established for each individual delivery. Early delivery is acceptable at no additional cost to the Government.
