- N0016423RJM49- REQUEST FOR INFORMATION (RFI) � NiCd BATTERIES FOR NAVAIR H1 HELICOPTER PROGRAM - PSC 6140 - NAICS 335910 Issue Date: 28 April 2023 - Closing Date: 12 May 2023 � 3:00 PM EST The Government is issuing this RFI announcement as part of market research in support of the NiCd Batteries for NAVAIR H1 Helicopter Program Production in support of PMA-276. The required battery part number must be in accordance with (IAW) MIL-PRF-81757D (with amendment 04) and MIL-PRF-81757/15B amendment 1. The contractor must be listed on Quality Product Data (QPD) for Government part number M81757/15-3 (NSN: 1640-01-505-1300). Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a sole source agreement to Saft America, Inc.711 Gil Harbin Industrial Blvd, Valdosta, GA 31602. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204 (a) (1) as implemented by FAR 6.302-1.� This is being sole sourced is due to this manufacturer being the only one approved in the QPD and Defense Logistics Agency (DLA) with the part numbers needed for this efforts needs. Any new product would need to be designed by the supplier to meet the requirements of MIL-PRF-81757D AMD 4 and MIL-PRF-81757/15B AMD 1 and successfully complete qualification tests. If a different vendor is selected, the vendor would have to submit 20 batteries for qualification testing and it would take NSWC Crane 5 months and approximately $103,000 to conduct qualification testing to get conditional approval. The Government is seeking information from companies mitigating the sole source basis listed above.� The Government is seeking companies with the capabilities and facilities to provide NiCd batteries to support the NAVAIR H1 Helicopter Programs Production and that meets the qualification test requirements within the MIL-PRF-81757D and MIL-PRF-81757/15B Responses should include availability, budgetary cost estimate, and lead time of the solution, whether a demonstration unit may be provided to expedite the decision making process.� All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, or mitigating information as to the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government�s consideration. AMENDMENT 0001: N0016423RJM49 � NiCd Batteries FOR NAVAIR H1 HELICOPTER PROGRAM � 6140 � NAICS 541715 Issue Date: 01 June 2023 � Closing Date: 15 June 2023 � 3:00 PM Eastern Standard Time SYNOPSIS � The Naval Surface Warfare Center (NSWC), Crane Division Contracting Department has a requirement for NiCd Batteries for NAVAIR H1 Helicopter Program Production in support of PMA-276.� The scope of this effort shall be in accordance with (IAW) MIL-PRF-81757D (with amendment 04) and MIL-PRF-81757/15B (amendment 01). The contractor must be listed on the Quality Product List (QPL) for Government part number M81757/15-3 (NSN: 1640-01-505-1300). NSWC Crane intends to award a Non-Commercial, Firm-Fixed-Priced (FFP), five year, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The Government intends to solicit this contract as a sole-source IAW the statutory authority 10U.S.C 3204 (a) (1) as implemented by FAR 6.302-1. This is due to there being only one approved manufacturer within the QPL and Defense Logistics Agency (DLA) with the part numbers needed for this effort. The total maximum value of all competed requirements is not expected to exceed $2M. Market Research was conducted via Request for Information (RFI)/Sources Sought (N0016423RJM49) dated 28 April 2023. While N0016423RJM49 had notated plans for a sole-source IDIQ effort to Saft America Inc. (Saft), a response was received with interest from a vendor. The Government confirmed that the vendor was not listed within the QPL for the part number that is required per the RFI. The Government still believes that Saft is the only vendor able to provide the part numbers needed for this requirement. The solicitation is expected to be issued on or about 04 August 2023 and is expected to close on or about 04 September 2023 All responsible sources may submit a capability statement which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM).
