- Simplified Procedures for Certain Commercial Items under FAR 13.5 are Applicable. Solicitation SPE7MX23RX041 will be used to establish an Indefinite Quantity Contract (IQC), Firm Fixed Price (FFP) approximately five years in length for one three-year base period and two one-year option periods. The Contracting Officer (KO) has determined this item will be solicited unrestricted with other than full and open competition under the authority of 10 U.S.C. 3204(a)(1) and implemented by FAR 6.301. This NSN has an AMC/AMSC of 3/D and a North American Industry Classification System (NAICS) code of 334516 Analytical Laboratory Instrument Manufacturing (small business size 1000). This solicitation is being issued under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.301 and contemplates the award of a contract for items of supply that are available from only one or a limited number of responsible sources. The item on this solicitation is coded as AMSC �D�, which means this the data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. AMCs 3, 4, or 5 are valid. This item supports various weapon systems. Specifications, plans, or drawings are not available.� This proposed procurement includes one Federal Supply Class: 6665 This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract unrestricted with other than full and open competition under the authority of 10 U.S.C. 3204(a)(1). While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other factors as described in the solicitation.�All offers/responses will be due as listed on the closing date and time specified on page 1 of the Standard Form 1449 (Solicitation for Commercial Items).
