DLA Energy � Bulk Petroleum Products Inland/East/Gulf Coast/Offshore (IEG) Program � SPE602-23-R-0708 This is a Sources Sought Notice (hereinafter ""Notice"") and it is being reissued for the Government's use as a market research tool to identify interested and capable SMALL BUSINESSES. �This Notice does not constitute a request for proposal, a solicitation, or a request for quotes. A solicitation is forthcoming and may be anticipated in the early June 2023 timeframe. �All responsible Small Businesses are encouraged to submit a response to this Notice. �All information received will be considered. �Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation. This notice is being issued to identify qualified Small Business, 8(a) participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, and economically disadvantaged women-owned small business (EDWOSB) concerns and women-owned small business (WOSB) concerns eligible under the WOSB Program that are interested, responsible and capable of providing for the Bulk Fuel requirement for DLA Energy FEBA for the Inland/East/Gulf Coast/Offshore (IEG) purchase program, located in the United States. �The NAICS for this solicitation is 324110, Petroleum Refining.� To qualify as small for purposes of Government procurement, the petroleum refiner, including its affiliates, must be a concern that has either no more than 1,500 employees or no more than 200,000 barrels per calendar day total Operable Atmospheric Crude Oil Distillation capacity. �Capacity includes all domestic and foreign affiliates, all owned or leased facilities, and all facilities under a processing agreement or an arrangement such as an exchange agreement or a throughput. �The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received. DLA Energy is seeking to increase Small Business participation in our solicitations. For this solicitation, an estimated 44% of the fuel quantity will be set-aside for small business concerns. Please note, the small business set-aside percentage may change throughout the procurement. If you are a designated small business in accordance with FAR 52.212-1, please ensure your System for Award Management (SAM) designation is correct. Requirement The following covers the estimated annual bulk requirements for the Inland/East/Gulf Coast/Offshore Program. Turbine Fuel, Aviation, JP8 (NSN: 9130-01-031-5816), Quantity 15,000 USG Turbine Fuel, Aviation, JP5 (NSN: 9130-00-273-2379), Quantity 212,758,093 USG Turbine Fuel, Aviation, JAA (NSN: 9130-00-359-2026), Quantity 857,766,445 USG Fuel, Naval Distillate, F76 (NSN: 9140-00-273-2377), Quantity 146,425,500 USG The products must conform to the following specifications: JP8: MIL-DTL-83133K JP5: MIL-DTL-5624W JAA: ASTM D-1655-19 F76: MIL-DTL-16884P If awards can be made, the Government anticipates award of Indefinite Delivery/Indefinite Quantity, Fixed Price with Economic Price Adjustment contract(s) resulting from a solicitation. The anticipated ordering period is date of award through March 31, 2025. The anticipated delivery period is April 1, 2024 through March 31, 2025 with a 30-day carryover.
