- Award was fixed-price but awarded via sole source.��The justification was prepared in accordance with FAR 8.405-6(a)(1)(i)(B), only one source can provide the supplies and services required at the level of quality required because the supplies or services are unique or highly specialized. Department of Defense Instruction 5505.11, Fingerprint Cards and Final Deposition Reporting Requirements establishes policy, responsibilities, and procedures for DoD law enforcement to report offender criminal history data to the FBI�s Criminal Justice Information System (CJIS) for inclusion in the National Criminal Information Center (NCIC) criminal history database. Electronic submissions of fingerprints must be submitted through a Fingerprint Transaction System (FTS) via an FBI approved Fingerprint Card Scan System.��The CJIS mandate, instituted by the FBI, requires strong, two-factor authentication when accessing the criminal justice database. Strong security is required regardless of where access to the information occurs � mobile devices or desktops at police stations and headquarters. HID Global is on and meets FBI�s Certified Product List (CPL)/CJIS Appendix F (https://fbibiospecs.fbi.gov/certifications-1/cpl). The CPL provides users with a list of products that have been tested and are in compliance with the Next Generation Identification stringent image quality specification (IQS) focusing on the human fingerprint comparison and capturing of friction ridge imagines. This follow-on is to ensure that the maintenance is renewed for the domestic and international locations, update the Live Scan Management and Submission software to ensure accurate capturing of biometrics data (fingerprints, etc.), install four (4) new DFME criminal booking stations and trade-ups on fingerprint devices. In 2018, MCIO initially spent over $250,000 to update and install 39 MCIO criminal booking stations at bases and stations throughout the Marine Corps, domestic and international, to ensure compliance and compatibility with the FBI�s CJIS mandate and if MCIO were to go with another vendor, there would be additional costs for purchasing new equipment roughly $300,000 not inclusive of the installation of new equipment, installation and training on how to use the equipment at 42 booking stations (domestic and international), and additional travel cost (domestic and international) for technicians to implement the new system and training. In addition, changing the existing HID�s equipment and software that continues to meet all the requirements of the MCIO, and the FBI�s mandate would incur unnecessary additional costs to the Government plus significantly impact the workforce.
