- In accordance with FAR 6.302-1 (brand name) USACE intends to sole source the purchase and installation of a�Tyco Software House (Tyco International Company), CCure 9000-Series-L Bundled Tower Security Control System�version 3.X (or newer with government acceptance) as one component of a larger construction project.� This specific system is required to be compatible with the existing systems already installed at Fort Bliss, Texas. The Government will not purchase the system directly and will include the brand name requirement in a competitive solicitation for the construction contract.� The Tyco Software House CCure 9000 SCC system consists of a central security control center that processes signals to and from door controllers, video and intrusion detection equipment and other security devices.�Security systems are by nature proprietary as the components are required to be Underwriter Laboratories (UL) listed for their operation and using other manufacturer�s components, even if they are compatible, will violate the listing of the system. The VA�s requirement for the security system will use multiple UL equipment listings to achieve access control, detection, and alerting for the VA Security Department.�This system will allow the El Paso VA HCC to control access to its facilities and protect patients, staff, visitors, and health care center property using equipment specifically designed to interface with the proprietary systems already in place and in use at the CBOCs. To USACE's knowledge, there are no other systems that are compatible with existing Tyco system.
