- REQUEST FOR INFORMATION (RFI) BASE INFRASTRUCTURE MODERNIZATION ACQUISITION� ENTERPRISE IT & CYBER INFRASTRUCTURE DIVISION HANSCOM AFB, MA 01731 NOTE:�If you have provided information to a similar RFI released via other means in the last 30 days please disregard this RFI.� THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only. In accordance with Part 10 of the Federal Acquisition Regulation, the Government is conducting market research to determine current small business participation and the availability and adequacy of potential small business sources for the Base Infrastructure Modernization requirement. This RFI does not constitute a solicitation for bids or proposals, and it is not to be construed as a commitment by the Government. The information herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. THIS IS A REQUEST FOR INFORMATION ONLY. This Request for Information (RFI) is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government to contract for any supply or service whatsoever. Further, the Air Force is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred as a result of this notice. �All costs associated with responding to this RFI are solely at the responding parties' expense. Responses shall be UNCLASSIFIED and shall not contain any proprietary information or trade secrets. Any responses containing restrictive markings will not be read by the Government. Any response submitted by respondents to this RFI constitutes consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center employees, and Advisory & Assistance Services contractor employees supporting AFLCMC/HNI. This RFI is from the Hanscom Small Business Office supporting the Enterprise IT & Cyber Infrastructure Division of the Air Force Life Cycle Management Center (AFLCMC), C3I&N Directorate (HN).� BACKGROUND. The Base Infrastructure Modernization (BIM) Integrated Program Team intends to issue a Request for Proposal in the coming months for a class of multiple award ID/IQs for base-level network services. The Hanscom Air Force Base Small Business Office is assisting in conducting market research to determine extent of contracts being performed at prime contract level by small businesses to include all associated socio-economic categories within the scope of BIM. Information about actual or potential teaming, joint venturing, and mentor-prot�g� arrangements for such SB concerns is also being sought. PARTCILUARS. BIM is a Services Category (S-CAT) I acquisition focused on modernizing the telecommunication network infrastructure at Department of the Air Force (DAF) bases, including USSF and Air National Guard/Reserve bases, to be executed via a 10-year multiple-award IDIQ. BIM, in general, will encompass the delivery and upgrades of IT-related hardware and the following services across multiple classifications: Site Survey (e.g., surveys to determine current status of base Government networks as-is), Operate Government Network (e.g., operation of Government network during design &architecture development), Design and Architecture Services (designs architecture of Contractor Network (KtrNet), Installation Services (installation and setup of network), and Operate Contractor Network (e.g.,operates network to include modification/upgrades to infrastructure and management of software licenses). The focus of this RFI is on small businesses performing local IT networking services, such as base network infrastructure support to include site surveys and network operation services. You may locate BIM-related RFIs and DRFPs at SAM.gov .� In particular, we need your assistance identifying small business concerns who are currently performing base-level network contracts on which they perform as prime contractors or subcontractors as well as SBs interested in performing as prime contractors (alone or as part of joint venture or team) through FAR Subpart 19.5 Small Business Set-Asides or Small Business Reserves under the BIM ID/IQ Multiple-Award Contracts or associated orders. NAICS CODE: The PCO for this acquisition has identified NAICS Code 517111 �Wire Telecommunications Carriers� for this acquisition. NAICS was updated as of 19 DEC 2022; previous NAICS Code was 517311.� REQUESTED INFORMATION FOR SMALL BUSINESSES.
