Description
*The Presolicitation Synopsis is revised to update the anticipated solicitation release date. PRESOLICITATION SYNOPSIS NOTICE: The Bureau of Reclamation - Interior Region 7 - Upper Colorado Basin's Office anticipates issuing Request for Proposal (RFP) 140R4023R0006 to acquire a Contractor for consultation and construction oversight of Utah Reclamation Mitigation and Conservation Commission (Commission) aquatic ecosystem conservation, enhancement, and restoration projects and lands. The Commission is responsible for mitigating the impacts to fish and wildlife and their ecosystems that resulted from construction and operation of the Bonneville Unit of the Central Utah Project. As part of its mitigation program, the Commission has need for services to assist in evaluating, planning, designing, and overseeing construction of projects to restore, conserve, develop, or enhance aquatic ecosystems e.g. streams, rivers, floodplains, riparian areas, wetlands, and/or connected uplands. In addition to designing and overseeing construction of new projects, the Commission also has need for consultation services to monitor, maintain, modify, and make management recommendations for existing Commission aquatic ecosystem lands and projects. This effort will result in an IDIQ Contract and is intended to be utilized on a Task Order (project) basis to accomplish specific projects in specific locations. The size and complexity of any given project will vary. For example, river segments to be restored/modified may vary in size from a few dozen to 5,000 feet or more in length, and the number of stakeholders and agencies involved in any given project may vary from less than three to more than a dozen. Project location could be in any part of Utah, but anticipated focus areas include the Provo River, Hobble Creek, Utah Lake, Diamond Fork, Strawberry River, Duchesne River, Great Salt Lake, and Jordan River watersheds. Project-specific locations, task requirements and scope will be specified per individual Task Order. Contractor duties will include a blend of indoor and outdoor work. Construction/implementation of projects - i.e. constructing or modifying aquatic ecosystem project features using heavy equipment and/or manual labor - will be carried out by crews employed separately by the Commission or its partners. The Contractor for this effort will have no role in selecting construction crews. Revegetation implementation - i.e., site preparation, seeding, planting, mulching using heavy equipment and/or manual labor - will primarily be carried out by crews or vendors arranged separately by the Commission or its partners. The Contractor for this effort will have no role in selecting revegetation implementation crews. This effort includes, but is not limited to: -Field Assessment, Evaluation, and Monitoring: Collect field data on aquatic ecosystem conditions and may include wetlands, hydrology, geomorphology, topography, sediment, soil, vegetation, threatened/endangered/sensitive species, nesting birds, aquatic habitat, water quality, or other aquatic ecosystem resources. -Data Analysis and Modeling: Review, analyze and/or model aquatic ecosystem resource data to assess temporal or spatial patterns, describe existing conditions and ecosystem linkages, predict future conditions, inform project designs, meet permitting requirements, or inform land management decisions. -Project Planning and Design: Prepare plans and designs for aquatic ecosystem conservation, enhancement, and restoration projects that meet Commission goals, which includes integrating plans/designs with existing landscape/project features; incorporating results of data collection, modeling, and Commission and stakeholder input into plans and designs; prepare maps and drawings to illustrate design; prepare revegetation plans, construction schedule, and estimated quantities and costs; and support permit applications. -Construction Oversight: Oversee construction crews to ensure that construction outcome meets design intent and achieves project goals, which includes coordinating with crew leaders to adjust construction schedule and plan; provide on-site guidance and direction to construction crew; arrange and conduct site inspections; document any adjustments and conditions upon completion of construction activities. -Revegetation Oversight: Oversee implementation of approved revegetation plans to ensure that revegetation outcomes meet project objectives, which includes inspecting plant materials; coordinating with vendor/crews conducting site preparation, seeding, planting, and mulching activities regarding placement locations; and documenting any field adjustments and conditions upon completion of revegetation activities. -Engineering Designs: Prepare engineering designs for small-scale water diversion works, flow measurement devices, or minor stream bank stabilization projects. These designs may or may not require an engineer's stamp, depending on permit requirements and the specific feature being designed. The total amount of work requested under this task is expected to be minor relative to the previously listed tasks. -Communication and Coordination: Interact with interdisciplinary planning teams; organize, facilitate, and or/participate in meetings, project planning sessions, and workshops with design teams, stakeholders, government agencies, working groups, or the public; assist commission with outreach regarding construction activities; prepare agendas, meeting notes, and visual aids; and maintain regular communication with Commission. -Reporting: Prepare a written report or memorandum documenting activities completed as part of any/all of the previously listed tasks. Specific content requirements typically require draft and final versions of reports and will include maps, drawings, and other graphics. Solicitation 140R4023R0006 will be competed as a total small business set-aside. The Government reserves the right to award with or without discussions. The Government intends to award this requirement as a five (5)- year Single Award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) task orders. If the Government does not receive an acceptable offer from a responsible small business, the Government reserves the right to award on an unrestricted (full and open competition) basis. This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal Request for Proposal (RFP). This PRE-SOLICIATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue a solicitation, nor will the Government be liable for any costs involved in submission of information in response to this notice. Release of an official solicitation is anticipated to occur in June to early July 2023. Interested parties are encouraged to monitor www.sam.gov for the release of the solicitation.
