Description
1.0� � DESCRIPTION The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Genomics (CCG) intends to procure, on a sole source basis, cancer biospecimens and associated data from The University of Hawaii Systems, 2425 Campus Road, Sinclair 10 Honolulu, HI 96822. The publicizing and response time of the notice for this requirement is in accordance with Federal Acquisition Regulation (FAR) 5.203. This acquisition will be processed under FAR Part 13 � Simplified Acquisition Procedures and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541380 and the business size standard is $19 million. � 2.0�� �BACKGROUND The Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Genomics (CCG) supports research related to three major cancer types in the cancer research community: 1.�� �Peripheral T Cell Lymphoma (PTLC) 2.�� �Carcinomas of Unknown Primary (CUP) 3.�� �Refractory Diffuse Large-B Cell Lymphomas (RC-DLBCL) These three cancers produce tumors that have a very poor outcome due to an absolute lack of information on their genomic makeup. The CCG is working to solve the gap of genetic knowledge of these tumors. Understanding the genetic makeup of these tumors will result in a better outcome for cancer patients. Therefore, the CCG requires biospecimens and associated data related to these types of cancers. 3.0�� �TYPE OF ORDER This is a Firm Fixed-Price Purchase Order. 4.0�� �SPECIAL ORDER REQUIREMENTS 4.1�� �REQUIRED ITEMS The following items are required: - 180 Peripheral T Cell Lymphoma tumor specimens - 439 Carcinomas of Unknown Primary tumor specimens - 165 Refractory Diffuse Large-B Cell Lymphomas tumor specimens This acquisition includes the procurement of 784 specimens in total. Specimens shall not contain any personally identifiable information (PII). 4.2�� �PRODUCT FEATURES/SALIENT CHARACTERISTICS The following product features/characteristics are required:� -�� �Specimens shall be provided in formalin-fixed paraffin-embedded tissue scrolls. -�� �Specimens shall include clinical data associated with the tumors including demographic information, tumor characteristics, limited treatment data and survival and cause of death information. �� -�� �Specimens shall include images of the diagnostic slide. 4.3�� �DELIVERY� The Contractor shall prepare the required items in multiple shipments for delivery to the NCI. Each shipment shall contain approximately 50 specimens, shipped at room temperature. The first specimen shipment shall be delivered within 30 business days of award. Thereafter, the Contractor shall ship specimens to NCI weekly until all specimens have been delivered to the NCI. The Contractor shall provide the NCI Technical Point of Contact (TPOC), TBD at award, with tracking information to anticipate delivery to the best extent possible. In addition, the Contractor shall provide a weekly electronic shipment report detailing the items shipped/delivered and the remaining items to be shipped/delivered. All shipping and handling (including FOB) and delivery fees shall be included. Specimens shall be shipped to the NCI TPOC at the following address: NCI TPOC: TBD at award Biospecimen Processing Core. Nationwide Children�s Hospital 700 Children's Drive� Columbus, OH 43205 5.0�� �UNIQUE QUALIFICATIONS OF THE CONTRACTOR The NCI, CCG has made attempts over the past five years to obtain samples related to these cancers through extramural consortia. Unfortunately, those efforts have been largely unsuccessful. For example, retrospective pathology blocks are destroyed after 10 years; therefore, the cases are not available.� In addition, CCG requires specimens from a certain number of cases in order to reach statistical significance in the finding of any new tumor genomic characterization project. Due to the lack of availability, CCG has been unsuccessful in its attempt at securing the required specimens. However, after conducting extensive market research, CCG has discovered the only two responsories of all retrospective pathology blocks that bank and preserve the leftover pathology labs in a central location and are available for immediate retrieval: the residual tissue repositories at the University of Hawaii Systems and the University of Iowa. By combining specimens retrieved from each repository, the CCG will be able to proceed with this critical research. The purpose of this acquisition is to procure specimens from The University of Hawaii Systems. Based on the above findings, this vendor is the only vendor capable of providing these rare tumor specimens in the required quantities. 6.0�� �RESPONSE INSTRUCTIONS This notice is not a request for competitive quotations. However, if any interested party believes it can meet the above requirements, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. All responses must be sent via email to Contracting Officer, Megan Kisamore, at megan.kisamore@nih.gov by no later than 3:00 PM EST, on Thursday, June 15, 2023 (6/15/23). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must be registered and have valid certification through SAM.gov. Reference: 75N91023Q00103 on all correspondence.
