- The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, located at 2780 Airport Drive, Columbus, OH 43219 intends to award a single-award, Firm-Fixed-Priced Contact to the authorized Vendor that offers the Best Value to the Louis Stokes Cleveland VA Medical Center. The acquisition is conducted under authority of the Multiple Award Schedule Program; FAR Subpart8.405-6(b) Items Peculiar to one Manufacturer. The primary statutory authorities for the MAS program are 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Service for Executive Agencies. It is the Government s belief the proposed candidate is the sole manufacturer capable of meeting the requirement. The associated North America Industry Classification System (NAICS) Code is 334516 and the Small Business Size Standard is 1250 employees. It is the Government s belief that the proposed candidate, Bio-Logic, is the only source with the required capabilities to successfully meet the requirement for the Bio-Logic's SP-200 potentiostat. The unique characteristics that limit availability to only one source are the specific technical requirements needed for the potentiostat, such as the ability to interface with custom-developed electrodes, have a floating mode operation for grounded cells, electrochemical impedance spectroscopy operation with a frequency range of at least 1 Hz to 1 MHz, customizable waveforms for amperometry, voltammetry, and EIS, low current range and resolution for small sensor sizes, sampling rate of at least 20 kS/s, and powerful software for controlling the potentiostat and recording data. The BioLogic SP-200 potentiostat/galvanostat is the only product that meets these specific technical requirements, which limits availability to only one source. In addition, the requested Bio-Logic SP-200 is only compatible with our existing software being used with our Bio-Logic SP-300. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals. No solicitation documents are available at this time. Interested parties may give written notice to gina.crank@va.gov by 5:00PM EST on June 8, 2023. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.
