- NOTICE OF INTENT TO SOLE SOURCE Philips PIC iX Patient Monitoring The Network Contracting Office (NCO) 10 for the Dayton VA Medical Center, 4100 West Third Street, Dayton, OH 45428 intends to award a sole source under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements . The Contractor will provide a Firm Fixed Priced, Philips PIC iX Patient Monitoring will be used in the Simulation Lab at the Dayton VA Medical Center. Determination of this sole source procurement is in accordance with FAR 13.106-1(2)(b) soliciting from one source. It is the Government s belief that the proposed candidate is the only provider of the proprietary Philips PIC iX Patient Monitoring. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-23-AP-3101 Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 10, located at 3140 Governors Place Blvd, Suite 210, Kettering, Ohio 45409, in support of VISN 10, VA Health Care System at: Dayton VA Medical Center 4100 West Third Street Dayton, Ohio 45428 2237# 552-23-3-121-0117 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Dayton VA Medical Center intends to purchase an expansion of the existing Philips PIC iX Patient Monitoring system into the Simulation Lab building 315. This will allow for testing of Cerner interfaces as well as offer a dedicated patient monitoring station for use in training clinical staff. Included in the purchase will be one 4 bed monitoring station, configuration of two existing bedside monitors, networking hardware, and all cabling and install work. Total amount $40,162.80 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Philips North America Corporation LLC is the original equipment manufacturer of the patient monitoring system that currently resides at the Dayton VA Medical Center. Philips is the only manufacturer that can upgrade the hardware and software accordingly. Only Philips certified trained technicians can service the equipment as well as provide add on items for the SIM Lab. Philips requires that only certified parts be used that can meet our original equipment manufacturers specifications. We also hold the proprietary license and related authorizations for Philips Monitoring products, supplies, service, and support. Description of market research conducted and results or statement why it was not conducted: VetCert was queried for SDVOSB/VOSB concerns with 597 SDVOSB/VOSB result using NAICS code 339112, additionally, Philips is the OEM and best positioned to provide the total of both the installation services and hardware / equipment needed to continue patient care. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
