- ** AMENDMENT A00001 Cooling Tower Controller Replacement and Maintenance West Haven VAMC Contractor Site Visit Questions and Government Responses ** Please confirm receipt of this amendment in your solicitation response How long have the absorbers been dormant and have they been tested to insure they function properly now? Units are currently being brought online to test for functionality. Service reports are available from Joel C./Plant Supervisor. Service work is being provided by Broad this week (week of June 5th) to setup the building 19/ CHP Plant s chilled water system for the cooling season. Per work on Tuesday, June 6, 2023, basket strainers were found to be plugged and have been cleaned. Building 19 chilled water system (chillers, cooling towers) will be exercised before end of week to assess and improve flow and improve operational efficiency as required. Board has provided past pre and post cooling season services for the building 19/ CHP Plant in August 2021, Oct 2022, April 2022, and July 2022. What process (if any) was used to put the absorbers into long term storage? Long term storage was performed by Broad USA the manufacture of absorber. What documentation was done with putting the absorbers into long term storage and does the VA (or a Contractor) have this documentation? See answers to question #1. Is there any documentation on the condition of the bromide and/or has the bromide been tested in the past or recently? BRASCO In August of 2022 conducted a checks and test of the Cooling Tower and Bromide for quality and/or biological record on file in CHP Plant. Have the chiller tubes been punched or have Eddy Currents been performed? The chiller tubes have not been punched. Board checked but did not punch. Per the check this week, flow through absorption cooling unit deemed to be OK. Full system operation/flow is scheduled before end of this week. See answer to question #1. Is there currently water in the chiller barrels? It will be filled by end of the week of June 5th. If so, has that water been tested in the past or recently? N/A Are there original start-up sheets available for the absorbers? Yes (on the HDMI). Board s O&M Manual(s) available on site and/or through vendor. Does the warranty being asked for in the bid document refer to labor, equipment or bot. Equipment
