Description
This is a Sources Sought/Synopsis which seeks information from sources that can provide bulk and retail fuel services. No solicitation is being issued at this time. For reference purposes, this SAM notice is numbered SPE603-23-R-5X09. The amount of information available at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10. The Defense Logistics Agency (DLA) - Energy - FESBA anticipates issuing a Request for Proposal (RFP/Solicitation) to procure services to perform Fuel Operations, Support Operations, and Management and Administration pertaining to the receipt, storage and handling, and issue services for capitalized fuel products� (Turbine Aviation Fuel, Aviation, JP8 (MIL-DTL-83133F); Retail Gasoline, Automotive (EN 228); Retail Diesel (EN 590) or any additional product designated by the Contracting Officer) at Government-Owned Contractor-Operated (GOCO) fuel facilities in Germany and Italy.� This includes services for the operation, maintenance, security, and environmental protection of Government aviation and ground fuel facilities at: Germany East: Grafenwohr, Vilseck, Hohenfels, Stork Barracks, Katterbach, Barton Barracks. and Garmisch. Germany West: Wiesbaden, Baumholder, Landstuhl, Kaiserslautern-Deaenner, Kaiserslautern Army Depot (KAD), Kaiserslautern-Rhine Ordnance Barracks (ROB), Miesau, Sembach Kaserne, Wiesbaden-Clay Kaserne, and Germersheim. Italy South: Vicenza, and Camp Del Din. Firms will be expected to maintain product quality and accountability at these GOCO facilities. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $36.5 million. The Government anticipates issuing one solicitation and awarding three (3) firm fixed-price contracts for Germany East, Germany West and Italy with a four-year base period of performance beginning on November 1, 2024 through October 31, 2028, with one five-year option from November 1, 2028 through October 31, 2033, and an option to extend the contract for a total of no more than six months from November 1, 2033 through April 30, 2034. Dates of the pre-proposal conference, in conjunction with the site visits, will be listed in the solicitation.� Offerors will be required to submit in writing to the Contract Specialist (via email or letter) the name(s) of the individual(s) who plan to attend. Interested companies should respond to the questions below. Responses are limited to not more than 5 pages. �Any information provided to the Government as a result of this notice is voluntary. �The Government will not pay for any information submitted in response to this notice. �All responses to this notice are to be submitted by 1500 hours local time Ft Belvoir, VA on June 20, 2023. Capability of providing qualified and experienced personnel, with appropriate clearances, if required.? 2. Past Performance: Do you have past performance as a prime contractor or subcontractor on service contract for similar fuels management requirements? If so, please provide the following: Contract number, Name of Government Agency or Commercial Entity. Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to GOCO fuels management. If your firm acted as subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. 3. Address any past performance problems, and resolutions taken. 4. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, type (s) of service would you perform. 5. Does your company have experience with Service Contract Act of 1965 covered contracts? 6. Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a five-year contract with multiple locations, in the event there are delays with the payment process? 7. What realistic phase-in period would you require to commence performance with personnel, equipment, and materials? This request for information (RFI) is for planning and market research purposes only and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist and to assist in determining if this effort can be competitive. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is not a request for quote or proposal. The Government does not intend to award on the basis of this RFI or reimburse any costs associated with the preparation of responses to this RFI.
