- PRE-SOLICITATION NOTICE: The United States Geological Survey (USGS), Office of Acquisition and Grants (OAG), Reston Branch is issuing a Request for Quote (RFQ) to design and implement a new Digital Shoreline Analysis System (DSAS) from scratch utilizing a free and open-source GiS (geographic information system) software that can interface with the python programming language. PROPOSED SOLICITATION NUMBER: 140G0123Q0190 DESCRIPTION: The objective is to design and implement a new Digital Shoreline Analysis System (DSAS) from scratch utilizing a free and open-source GiS (geographic information system) software that can interface with the python programming language. This project will be done in 3 phases, and it is anticipated that each phase will take 12 months to complete. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be late July 2023 The associated NAICS code is 541512 Computer Systems Design Services. The small business size standard is $30 million. This project is set-aside 100 % Total Small Business. REGISTRATIONS: To be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted. This pre-solicitation will be posted to SAM.GOV for 15 days. Following the pre-solicitation, the government intends to issue a formal solicitation with the technical requirements on or about June 20, 2023. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 30 days after the RFQ issue date and it is anticipated to close on July 21, 2023.
