- This amendment 0001 provides link to download the drawings for this solictation The Smithsonian Institution is soliciting for Construction Management at Risk Contract (CMc) for the Smithsonian Institution Building (the Castle). The proposed contract listed here is unrestricted all responsible sources are encouraged to submit a proposal. The Smithsonian Institution Building (the Castle) designed by James Renwick Jr. was completed in 1855 to house all the Smithsonian operations. As each successive Secretary redefined the Smithsonian�s mission and managed its growth, the Castle�s interior spaces underwent many modifications.� The Castle deserves special attention, not only because of its historic architectural and institutional significance, but also because it is the public�s doorway to, and the symbol of, the Smithsonian Institution.� The Smithsonian Institution Building, constructed of red Seneca stone was listed by the Secretary of the Interior as a National Historic Landmark in 1965, and listed in the National Register of Historic Places in 1966. It is included within the National Mall Historic District.� In accordance with the South Mall Campus Master Plan, completed in 2018, a new below grade extension of the Castle and loading and materials handling infrastructure will be part of the campus infrastructure and is part of this scope this project.� Description: The project site is located on the National Mall, bounded by the Arts and Industries Building on the East, the Freer Gallery on the West, Independence Avenue and the Quadrangle Building and the Haupt Garden on the South and Jefferson Drive on the North.� The National Mall, the Smithsonian Institution Building and the Arts and Industries Building are all listed on the National Register of Historic Places.� An environmental impact statement (�EIS�) consistent with the National Environmental Policy Act (�NEPA�) was approved in concept as part of the South Mall Master Plan.� Goals: The goal for this project of the Revitalize Historic Core is to revitalize the Smithsonian Institution Building to provide efficient and accessible space for visitors and staff and restore the building's principal interior spaces to their period of significance; c. 1900, after years of piecemeal remodeling that has diminished their original proportions and appearance. The building foundations will be underpinned and a seismic isolation joint system will be installed. The building roofs and windows will be replaced and the exterior stone finish will be restored. The Smithsonian intends to participate in the 250th anniversary of the United States (2026), it is anticipated that the Castle will be available for public occupancy (even if partial) Memorial Day, May 25, 2026 through Labor Day, September 7, 2026.� The Smithsonian anticipate award in late Summer or early Fall 2023. The project has three parts firm fixed price contract for early package 2, firm fixed price for constructability reviews Design Development Building Packages, after constructability reviews completed awarding of the GMP contract for the Building Package. Total period of performance from award late Summer/early Fall 2023 to completion Fall of 2028. The estimated construction cost is $280,000,000.00 to $290,000,000.00. Evaluations will be conducted in accordance with FAR part 15 Best Value Procurement with Qualification criteria with CMc contractors that demonstrate past specialized experience in comparable and non-comparable CMc projects and firm fixed price contracts and other relevant qualifying factors and then project specific technical factors in accordance with the technical criteria.� Qualification, technical and price will be evaluated to make a best value determination in accordance with the criteria and requirements. The North American Industry Classification (NAICS) for this procurement is 236220 and the size standard is $45.0 million average annual receipts over the last three years.� This announcement is open to all regardless of size.� If the selected firm is a large business, a subcontracting plan consistent with PL 95-507, PL 99-661 and PL 100-656 will be required with the final fee proposal. A minimum goal of 40% of the total planned subcontracting dollars shall be placed with small business concerns. At least 10% �of total planned subcontracting dollars shall be placed with Small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions; 10% with Women-owned small businesses (WOSB); 7% shall be placed with Hub-zone Small Businesses (HubZone), 7% with Service Disabled Veteran-owned small businesses (SDV). The subcontracting plan is required with this submittal for Early Package 2.� Any prime or joint venture found to be officially notified of non-compliance on past contracts and the non-compliance is outstanding will not be considered for this project. Failure to adequately explain reasons for not meeting previous contract goals may result in a lower overall rating and ultimate non-selection.� An approved small business-subcontracting plan will be required prior to award. Prospective contractors must be registered in the SAM database prior to award of a contract. Information on registration and annual confirmation requirements may be obtained via the Internet at SAM.gov. Lack of registration in the SAM database will make an offeror ineligible for award.
