- SOLICITATION 36C25223B0013 AMENDMENT 0004 March 29, 2023 Project: 585-21-111 Upgrade Nurse Call System Location: Oscar G. Johnson VA Medical Center in Iron Mountain. MI AMENDMENT 0004 hereby incorporates the following clarifications/change(s) into the solicitation package: Vendor Questions submitted March 13, 2023 (#1 - #2) Spec 01 00 00 Paragraph I (page 5) . Phasing states ""Normal working hours are from 7:00am to 4:30pm Monday through Friday. All corridor work and work in other occupied areas shall be completed outside these normal business hours. What percentage of work is anticipated to be performed after hours? VA REPLY: This is a question regarding means and methods developed by the contractor. It is up to the contractor to do the math to calculate the percentage. 2. What number of bathrooms have the pull stations mounted at the height indicated in the attached photo? VA REPLY: Approximately 75% showers pull stations are at that height. This is an approximation and contractors are fully responsible for verifying existing conditions. Vendor Questions submitted March 13, 2023 (#1 - #66). Will the Government confirm that an annual reoccurring remote technical support assurance maintenance and licensing maintenance fee charged to the VA each year after go live for remote help technical support assurance maintenance and licensing fee maintenance updates be accepted? VA REPLY: Solicitation details do not call out for that type of work being included in this action; post-construction services are not applicable to this solicitation. Will the Government confirm that five years of hardware warranty, remote technical phone support and licensing assurance for the nurse call system MUST be included in the proposal to the Government? VA REPLY: Reference Spec Section 27 52 23 Para 4.2 that was posted to www.SAM.gov for warranty requirements. Will the VA allow use of middleware to connect the new nurse call system to other systems such as Vocera badges, nurse phones, Cisco and other VA systems such as the VAs ADT system? VA REPLY: Reference Spec Section 27 52 23 published with solicitation 36C25223B0013 on www.sam.gov. Middleware is allowed for these integrations. Middleware shall be subject to a pre-approved TRM (VA Technical Reference Manual) entry if it can run on a VA-standard server operating system platform. Middleware shall be subject to a pre-approved ERA (VA Enterprise Risk Analysis) entry if it runs on a platform that must be classified as medical or special purpose. Engage Middleware is already loaded for the Vocera integration. Yes, the nurse call system must include all necessary licensing and services to enable these interfaces. Will the Government confirm that all new Nurse Call devices installed in walls within the Mental Health areas MUST be anti-ligature, vandal proof and flush mount? VA REPLY: There are no mental health work areas associated with this solicitation. Will the Government confirm that new Nurse Call System be networked together or is stand alone nurse call in each building or unit be acceptable? VA REPLY: Yes, new nurse call system must have the ability to network all 8 clinics on one software server application from the Iron Mountain facility. Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Will the Government's current overhead paging system have the ability to integrate with the nurse call for processing the Nurse Call text to speech such as code alerts? VA REPLY: No. Per VA TIL, Nurse Call pull stations in bathrooms must also provide audio. Should all bathroom areas be equipped with an audio capable pull cord where pull cords are required? VA REPLY: Contractors should not be relying on the VA-TIL website for solicitation requirements. The contract requirements include items specifically detailed in the solicitation published to www.SAM.gov. Can the Government confirm that the Nurse Call system equipment must be readily available to ship with in 30-days of an order being approved by the VA for installation? VA REPLY: Administrative period of performance for submittals, ordering and deliveries is 120 calendar days. Can the Government confirm that the Nurse Call system must have a FDA 510K Class II Listing? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Can the Government confirm that the Nurse Call system must have a FCC Part 68 compliance for interface to the wireless phone switch? VA REPLY: Follow all applicable FCC regulations. Can the Government confirm that the Nurse call devices must be plug-n-play replaceable by MAC address and not require programming or dip-switches? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Can the Government confirm that the Nurse call system must be VoIP based? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Can the Government confirm that the Nurse call system audio must be full duplex and that one way and two-way walkie talkie voice will NOT be accepted? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Can the Government confirm that the Shower pull cords must be IP68 certified? VA REPLY: Yes. Can the Government confirm that the Nurse call system devices must not utilize legacy dip-switches? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Can the Government confirm that the Nurse Call system must include real-time visibility of all events including date, time, unit, event type, recipients, status, delivery history, and action taken? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Can the Government confirm that the Nurse Call System Corridor Lights must be capable of continuous supervision with status indication when controller or associated room devices are not operating properly? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Can the Government confirm that the Nurse Call must allow for custom WAV files to be used for setting different sounds/tones? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Is wire mold (surface mounted wire molding) acceptable for installation of new nurse call equipment or will all new nurse call equipment be required to be installed in the walls? VA REPLY: New equipment must be in walls. Surface mounted will only acceptable where existing is surface mounted. Where wire mold is currently installed, does all of this existing wire mold need to be replaced with new wire mold or can existing wire mold be reused? VA REPLY: Reference Plan Notes - reuse where feasible and applicable. Will the Government require waterproof IP68 nurse call patent pull cord stations be installed in bathrooms and showers where power washing is done by environmental services? If so, will the Government require each bidder to provide a written letter from the International Electrotechnical Commission (IEC) as proof that the nurse call system waterproof pull cords are IP68 or equivalent as rated by the IEC? VA REPLY: All pull cord stations in showers and toilet stations near showers must be IP68 rated. No letter is required. Will the Government confirm the ""waterproof"" referenced in the specs is referring to the IP68 waterproof emergency pull cord for the showers and bathrooms? VA REPLY: Yes. Does each Staff Terminal Station require the capability to display up to 990 workflows configurations? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Is complete HL7 integration in-scope for this project or just licensing and with future capability to be provided? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Is integration with nurse Wireless Communicators such as Vocera to be included or is only the future capability of integration required? VA REPLY: Yes, integration with nurse wireless communications, such as Vocera, must be included in this project. VA will contract with Vocera to cover the Vocera portion of the integration. In the patient locations where a Bed Connection to the Nurse Call System is listed as being required, what brand of beds does the facility have? VA REPLY: The hospital currently is using Stryker and Hill-Rom. Must the Nurse Call System installers install the cabling in Mobile Containment Units with Negative Air Machines while working on ladders, while working in patient areas as being apart of the VA TIL Infection Control Measures? VA REPLY: Refer to the updated Infection Control Spec (Spec 01 35 26 1.12) attached to Amendment 00004. Is the nurse call system software required to be One VA Technical Reference Model (TRM) (www.va.gov/trm) approved for installation within the Government? VA REPLY: The Nurse Call software system must be pre-approved by an existing Enterprise Risk Assessment. Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Will the Government confirm that the nurse call software, which provides unit level nurse to bed assignment controls and nursing reports, be installed on the existing VA PCs that are already running in the nursing units and that adding new standalone, single use PC s for just the nurse call is NOT acceptable? VA REPLY: Yes. Will the nurse call system be required to have a SIP interface for patient room call back? VA REPLY: Integration with Vocera must be included in this project. Vendor will propose their Vocera integration solution which may include SIP interface. Is the nurse call system required to have the capability to provide a Bi Directional transfer of information interface for VistA CPRS or Cerner for ADT information, Patient Status, Positioning, Rounding, Wound Care, Pain Assessment, and Patient Data? VA REPLY: No. Does the Nurse Call need to integrate with the VA's Active Directory? All other VA facilities have this as a requirement for nurse call given the implications and need. VA REPLY: The Nurse Call software system must be pre-approved by an existing Enterprise Risk Assessment. Abide by what is published in the ERA. In the drawings and specification documents, the Government has stated that the emergency pull cord station must have audio all-in-one device. Can the Government confirm that a single nurse call device must provide audio and pull cord all-in-one is required? VA REPLY: No audio required on any pull stations for this project. Will the Government require nurse call master console to nurse call master console calling? VA REPLY: This type of programming will be discussed post-award. Will the Government require nurse calls and service calls to be displayed on a PC dashboard/whiteboard? (set service reminders for staff tasks (i.e. RN needed is a set service)) vs. dashboard/whiteboard displays that only show patient calls. VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Will the Government require nurse call devices to be FDA 510K registered as nurse call is identified by the FDA as a medical device? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Can the Government clarify if the nurse call system needs to be FIPS 140 2 certified or validated? VA REPLY: If any vendor proposes wireless patient data transmission within the nurse call system, then FIPS 140-2 shall apply Can the Government validate that the selected vendor will be responsible for removing all old equipment? VA REPLY: The contractor is responsible for removing all old equipment. Can the Government confirm that the existing nurse call system needs to be maintained and remain fully operational and functioning during construction? VA REPLY: Yes. This is stated in the Specs. Network Connection: Can the government confirm that the new nurse call must be networked together and connected for all buildings? If so, must all these areas connect back to one central nurse call server? VA REPLY: Yes. The new nurse call system must have the ability to network all 8 clinics on one software server application from the Iron Mountain facility. Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Will the Government be responsible for temporarily removing the existing light fixtures located in many of the patient rooms so that the necessary access to the junction boxes for nurse call installation is provided to the nurse call installers? If not, will the Government require the contractor to handle the temporary removal of the existing light fixtures located in many of the patient rooms so the junction box can be accessed? VA REPLY: The contractor is responsible for this work. Section 1.4 References, Para 6.B. This section references OCIS handbook 6500. The handbook specifications note that last year s directive updated the standards to follow Risk Management Framework (RM). Please confirm that RMF is to be followed for all aspects of this project. Please indicate if costs associated with RMF ATO should be included as part of this proposal. VA REPLY: Yes. RMF is to be followed, specifically Section 27 52 23, Part 2, Para 2.0, I & J. Bids shall include all costs associated with the requirements of this project. The TIL System Description, Para E. states that the nurse call System is to consist of the following interfaces when specifically approved by the TVE 0050P3B or shown on the drawings: a. Pocket Page Interface b. Computer Interface c. Printer Interface d. Wireless telephone network Interface e. Nurse Locating System Interface. Can the Government confirm that middleware is NOT allowed for these integrations? Also, can the Government confirm that the nurse call system must include all necessary licensing and services to enable these interfaces? VA REPLY: As repeatedly stated, Contractors should not be relying on the VA-TIL website for solicitation requirements. The contract requirements include items specifically detailed in the solicitation published to www.SAM.gov. Middleware is allowed for these integrations. Middleware shall be subject to a pre-approved TRM (VA Technical Reference Manual) entry if it can run on a VA-standard server operating system platform. Yes, the nurse call system must include all necessary licensing and services to enable these interfaces Section 2.1, Para L. states that when the System is approved to connect to LAN, WAN, Telephone, Public Address, radio paging, wireless systems, etc. that the System must meet UL 60950 1/2, FIPS 142 and FCC Part 14 and be approved by TVE 0050P2B prior to contract bid. Is connection to LAN, WAN, Telephone, Public Address, radio paging, wireless systems, etc. required for this project? VA REPLY: The nurse call software system must be pre-approved by an existing Enterprise Risk Assessment in compliance with solicitation requirements. Please clarify this is all 2nd and 3rd shift nurse call installation work? The reason for asking is much of this work can be performed during the 1st shift. VA REPLY: After hours or weekend work includes corridor work, staff and public restrooms. Per the Contractor Work Phasing Strategy a maximum of four (4) patient rooms will be down at any one time for installing the new nurse call. Will the Government confirm that 4 patient rooms will be made available per day for installing the new nurse call? VA REPLY: VA can confirm a minimum of two (2) patient rooms at a time, provided the patient census will allow without disrupting patient care. Section 2.4, Para D.5 (Personal Wireless Communicator) states that the System may connect to a wireless nurse communication system is approved. Is this interface required to be implemented for this project? If so, please specify the manufacturer and model of wireless nurse communication system and the specific functionality required. VA REPLY: Yes. Vocera. Should new nurse call cabling is to be installed in ¾ or 1"" conduit within the walls and ceilings? VA REPLY: 3/4"" minimum, must meet 40% fill requirements of the NEC. What room should the new vendor provided nurse call servers be installed? E.g. room location. VA REPLY: Details are provided on the plan drawings. There was Asbestos Reinspection requested in the prior bids. Is any asbestos re-inspection or abatement to be included in this bid to the Government? VA REPLY: No asbestos anticipated in this project. Please confirm if material staging at the facility is acceptable? VA REPLY: Reference Spec Section 01 00 00 that was posted to www.SAM.gov. Please confirm that the Nurse Call interconnection between buildings (e.g. building to building) will be able to utilize existing fiber or copper cable network switches? VA REPLY: Which building-to-building connection are you referring to? Please provide drawing reference. The patient room shown during the site visit had a gyp. bd. ceiling. Can the government confirm whether all patient rooms have hard ceilings or if some ceilings are lay in? VA REPLY: Patient rooms have acoustical ceiling tile. Most showers have gypsum board ceiling. Will nurse call pillow speakers be required to operate both the patient room lighting and televisions in all patient rooms? VA REPLY: Yes. Please confirm whether all in patient rooms have a pre manufactured headwall. VA REPLY: Not all. Are all audio devices in all bathroom locations required to be full duplex audio? and also alarm in these immediate zoned areas?? VA REPLY: No audio required on bathroom pull stations for this project. Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Are alarms from any bathroom with nurse call required to illuminate zone lights in the immediate zoned area or will it be require that a bathroom nurse call alarm illuminate the area zone light and send an alarm to a nurse console? VA REPLY: Reference Spec Section 27 52 23 that was posted to www.SAM.gov. Does the government require that the patient room audio stations have the capability to call room to room and staff to staff? VA REPLY: The nurse call software system must be pre-approved by an existing Enterprise Risk Assessment. The ERA will contain that information. Does the government have an existing firewall/Layer-3 switch between the isolated UL-1069 Nurse Call network and the OI&T network? Will the Government require databases to be hosted on existing OI&T infrastructure or will the expectation be to separately host it on the Nurse Call isolated network? Does the contractor need to provide physical servers to support the Nurse Call platform or will virtual servers be provided by the government? Can the Government confirm that the Nurse Call system equipment must be manufactured in the USA? VA REPLY: Yes. Where is the server room located? What is the distance from the server room to the Nurse Call closet? If the server location is in another building is conduit available that can be used for the connection between buildings? If not, is the contractor responsible for trenching the conduit for the interconnection? VA REPLY: See plan details. Vendor Questions submitted March 13, 2023 (#1 - #12) How many beds is the facility Licensed for? VA REPLY: Forty (40) in the CLC area and seventeen (17) on the 4th Floor, East. How many Vocera phones are on site/ issued? VA REPLY: 149 phones. What is current version of Vocera software and build no.? VA REPLY: Currently migrating to Platform 6.X. As indicated on the drawings, there is only one building involved in this project. Contractors are expected to review all solicitation documents before submitting questions. What is current version of mid mark RLTS and build no. VA REPLY: Version 2.6.4. As indicated on the drawings, there is only one building involved in this project. Contractors are expected to review all solicitation documents before submitting questions. Is there active maintenance contracts with vocera and midmark for software maintenance. VA REPLY: Yes, for Vocera and no for RTLS. Maintenance is NOT a part of this contract. Vacations - what is requirement for Vaccinations? Please provide a list of what is required or will be required. VA REPLY: Vacations are an administrative issue between contractors and their employees. It was noted during walkthrough that there are two manufacturers on site. EZcare and Ascom. Part of the Ascom system is new enough that the version is still be sold today and supported by Asco. This includes the middleware which covers Unite, Analyze, RTLS integrations and connect for nursecall. If a bidders system meets or exceeds the Rauland build can we use the existing Ascom hardware that is from 2019/2020. It would be financially beneficial for the VA and federal Government to utilize that portion of the system and add on/ upgrade it and not rip / replace. VA REPLY: No. 7.b. Can we provide a base bid of what is requested and can we provide a addon bid to the current 6.4.5 Ascom Telligence system and utilize the licenses and hardware as designed? VA REPLY: Contractors should bid on what is specified; bid alternates are not requested. How many rooms per day will clinical be able to provide per day for room cutover? Can 4 to 6 be provided. VA REPLY: VA will provide a minimum of two (2) patient rooms at a time, provided the patient census will allow this without disrupting patient care. Based on active conditions more than 2 MAY be available but cannot be confirmed until approximately 1 week before area is scheduled to begin. Can nurse call cabling be open air if it is above drop ceiling and utilize Jhooks or existing cable tray on site? VA REPLY: All cables must be in conduit. Most recent CLC area has green Cat5/6 which is certified for Nurse call. Can this cabling be re used to reduce cost to VA? VA REPLY: No. Can existing racks / spaces be used for hardware on site to house Nurse call gear. VA REPLY: Yes, for servers. Additional housing availability will depend on vendor design. Can you clarify on how in depth infectious disease needs be.. can we tent one or two tiles and close up as need? VA REPLY: Refer to the updated Infection Control Spec (Spec 01 35 26 1.12) attached to Amendment 00004. If doing in room work and swapping devices on the wall and pulling cable through pipe do these rooms needs to be closed off with neg pressure systems and HEPA? VA REPLY: Refer to the updated Infection Control Spec (Spec 01 35 26 1.12) attached to Amendment 00004. Some bathrooms have pull stations above shower head but still have cords which allow for call. If calls can be cancelled either at shower or toilet can the device height remain? If not then piping need to get down bathroom wall, knock out boxes and cover existing spaces. VA REPLY: Shower height pull stations can remain at shower height OR [operating room] schedule. What will be the planned work hours for working in the OR? VA REPLY: Work in surgery suites and endo/cysto rooms (operating rooms) shall be done outside normal working hours, and the work in these areas must specifically be pre-approved by COR. By what means will remote access be permitted or made available to the nurse call servers? VA REPLY: The Nurse Call software system must be pre-approved by an existing Enterprise Risk Assessment. Will there be any phasing and / or coordination with other projects (e.g. remodels or refreshes)? VA REPLY: Yes. Review solicitations documents. This also pertains to contractor means and methods. Please identify / verify the EMR (Electronic Medical Record Vendor). VA REPLY: Not applicable for this solicitation. How many locations (rooms) are required / requested to integrate between the existing RTLS network and Nurse Call? VA REPLY: Forty (40) on the CLC Area and seventeen (17) on 4-East Area. Where different and discrete call devices are specified for staff / patient in a room (2 or greater devices), is it permissable to consolidate devices in to fewer devices or a single device that aggregates the requested call types and functions? VA REPLY: No. Does the facility require / request an educational or testing environment for Nursing or the system maintainers (Biomed, Engineering, etc.)?
