- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotations, numbered as 140P8323Q0028. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective June 2, 2023.It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690, Other Scientific and Technical Consulting Services with an associated small business size standard of $19 million in average annual receipts. The Product Service Code (PSC) is Z2PZ: Repair or Alteration of other non-building facilities. This solicitation is a 100% total small business set-aside and will result in a firm fixed price contract to a single contractor/vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. The purpose of this contract is to provide professional object conservation treatment for three (3) outdoor cultural resources at the Pearson Air Museum, Fort Vancouver National Historic Site (FOVA). This conservator must also perform work according to principles and practices outlined in the Code of Ethics and Standards of Practice of the American Institute for Conservation and qualifications at: https://www.culturalheritage.org/about-conservation/code-of-ethics. NOTE: This description does not contain all of the information included in the project Statement of Work. Quoters shall refer to all attachments that comprise the complete solicitation package. All questions and quotes shall be sent to Quinn Rankin at Quinn_Rankin@nps.gov with the subject line text: 140P8323Q0028 FOVA Conservation Treatment of Outdoor Cultural Resources. Questions are due no later than 12pm PDT on Friday, June 16, 2023, to Quinn Rankin at Quinn_Rankin@nps.gov. No further questions will be taken after this deadline. Telephone calls will not be accepted. Answers will be provided to the questions by 8pm PDT, Tuesday, June 20, 2023. Quotes shall be submitted no later than 12pm PDT, Friday, June 23, 2023, to Quinn Rankin at Quinn_Rankin@nps.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f)(1). Any quote, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is ""late"" and will not be considered. An organized pre-quote site visit is scheduled for all interested parties on June 13, 2023, at 10am PDT. * Interested parties shall RSVP by email to quinn_rankin@nps.gov AND paul_odell@nps.gov. When you RSVP, please include your company name and provide a point of contact name with mobile phone number. Please RSVP by June 12, 2023, by 3pm PDT. * Attendees shall park at the parking area at 1115 East 5th Street at Pearson Air Museum. The group will walk together from there to the monuments. Point of contact for the site visit is Paul O'Dell at mobile number (360) 409-9524. * Paul O'Dell and Theresa Langford, Cultural Resources Program Manager, will be leading the site visit, noting and answering any questions. However, if answers cannot be provided during the site visit, then they will be noted, and answered in the site visit notes that will be posted as a separate attachment to the solicitation, as an amendment to the solicitation within a few days of the site visit. If questions arise immediately after the site visit, please send them in writing by email to Quinn Rankin, Contracting Officer, Quinn_Rankin@nps.gov. It is strongly encouraged that anyone interested in potentially submitting a quote for this project, attend the site visit.
