- Amendment 0002 issued to provide answers to questions submitted by interested contractors. Q1. Will badges be required for entry to the facility? A1. No Q2. What are the arrival and departure procedures for trucks, vendors, etc.? A2. All facility access (vehicles and visitors) must be coordinated through USDA management and security guards. All vehicles and personnel entering Bio secure area must follow decontamination protocol. All personnel must provide completed �No Avian Contact� form. Q3. Will a change of clothes or coveralls be required for the workers? A3. No. Q4. What are the sanitation procedures for entry for laborers, equipment, vehicles etc.? Will the Contractor be responsible for any necessary items? A4. Must follow all Bio secure entry procedures. No special items required. Q5. Where will staging and material storage be permitted for each site? A5. Yes Q6. Will there be any drawings or details provided for the buildings? A6. No Q7. Are we tearing off the existing roof to the deck? If so, are we to apply new tapered insulation on Bldgs. 13 and 15? A7. Per SOW, Contractor is responsible for all repairs. Q8. If there is no tear off, will additional insulation be required to achieve an updated R Value at all buildings? A8. No Q9. Will wall caps be required at all parapets and expansion joints? A9. Per SOW Q10. Can the new roof system be PVC or TPO? A10. PVC preferred. Q11. Will the new roof system be fully adhered or mechanically attached? A11. Must meet manufacturer�s requirements. Q12. If work needs to be performed outside the permitted working hours, will there be an escort available? If so, will the provided escort be at the Contractors expense? A12. Must be approved by USDA in advance, no added expense for escort if required. Q13. What is the composition/thickness of the existing roof systems? A13. Unknown. Q14. What R-value of insulation is to be installed with the new roof systems? A14.� Same as existing. Q15. What type and gauge of metal is to be installed? A15. If needed, same as existing. Q16. Bldgs. 13 & 15 will need to have the power disconnected/blanketed. Will the customer arrange this, or will contractor be responsible? A16. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, and is being conducted according to FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 12405B23Q0237 and is issued as a Request for Quotation (RFQ).� This notice incorporates provisions and clauses in effect through the Federal Acquisition Circular 2023-02. This requirement is being solicited as a Total Small Business Set-Aside.� The North American Industry Classification System (NAICS) code is 238160 � Roofing Contractors.� The small business size standard is $19.0M.� Per FAR 36-204. Disclosure of the magnitude of construction projects.� Magnitude of this project is between $250,00 and $500,000. Seeking Contractor:� Installation of new roofing systems for Building 13 North and South � Southeast Poultry Campus, Building 15 North and South � Southeast Poultry Campus and Building 2 Maintenance Shop � Russell Campus.� Work shall be performed in strict accordance to specifications as detailed in attached Statement of Work (SOW). Project Location: USDA, ARS, SEA, Southeast Poultry Research Laboratory (SEPRL) 934 College Station Road Athens, Georgia 30605 Site Visit.� Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project.� No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
